RESOLUTION NO. RS2007-1876

A resolution accepting the Downtown Community Plan: 2007 Update for the Downtown Community and the detailed neighborhood design plans for the Bicentennial Mall, Capitol Hill, Core, East Bank Central, East Bank North, East Bank South, Gulch, Hope Gardens, Lafayette, North Gulch, Public Square, Second and Broadway, Rolling Mill Hill, Rutledge Hill, SoBro, Sulphur Dell, and Upper Broadway neighborhoods, adopted by the Metropolitan Planning Commission on February 22, 2007.

WHEREAS, Section 18.02 of the Charter of the Metropolitan Government of Nashville and Davidson County requires that zoning regulations be enacted by the Council “only on the basis of a comprehensive plan prepared by the Metropolitan Planning Commission;” and

WHEREAS, the Metropolitan Planning Commission, in order to fulfill its duty to develop and maintain the General Plan to provide the basis for zoning decisions, has divided the County into fourteen communities and developed specific plans for each such community; and

WHEREAS, the Downtown Community Plan, formerly known as the Subarea 9 Plan, encompasses the community traditionally known as Downtown; and

WHEREAS, the Metropolitan Planning Commission directed its staff to work with Downtown citizens to conduct public meetings and take such other steps deemed necessary to provide public input and review needed to update the Downtown Community Plan; and

WHEREAS, nine community meetings and focus groups were held between September 2006 and February 2007, at which community members worked extensively with Planning Department staff to develop their vision for the future of Downtown, including detailed neighborhood design plans [DNDPs] for the seventeen “planning neighborhoods” listed above; and

WHEREAS, the Downtown Community Plan: 2007 Update and its accompanying DNDPs were approved by the Metropolitan Planning Commission, following a public hearing, on February 22, 2007; and

WHEREAS, it is fitting and proper that the Metropolitan Council recognize the efforts of Downtown citizens in developing the updated community plan and detailed neighborhood design plans.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

SECTION 1.       The Metropolitan Council hereby goes on record as accepting the Downtown Community Plan: 2007 Update and detailed neighborhood design plans for its seventeen above-named planning neighborhoods, which were adopted by the Metropolitan Planning Commission on February 22, 2007.

SECTION 2.       The Metropolitan Council further resolves to work with members of the Downtown community and the Metropolitan Planning Commission to discuss and develop measures that will contribute to the achievement of the Plan.
SECTION 3.       This Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
