RESOLUTION NO. RS2007-1863

A resolution appropriating two hundred fifty thousand dollars ($250,000) from the Reserve for Council Community Policing Initiative account of the General Fund of the General Services District to the Metropolitan Nashville Police Department to fund the "Metropolitan Police Community Response Teams" to increase community policing.

WHEREAS, Substitute Ordinance No. BL2006-1090, as amended, the 2006-2007 budget ordinance adopted by the Metropolitan Council, appropriated two hundred fifty thousand dollars ($250,000) to a Reserve for Council Community Policing Initiative; and

WHEREAS, the council now desires to fund the Metropolitan Nashville Police Department's community policing program as set out herein.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1.          That the sum of two hundred fifty thousand dollars ($250,000) is hereby appropriated from the Reserve for Council Community Policing Initiative account of the General Fund of the General Services District to a special account created by the director of finance to be used by the Metropolitan Nashville Police Department to fund the "Metropolitan Police Community Response Teams" to increase community policing.  The Community Response Teams shall be assigned and deployed, in number and rank, by the Chief of Police or his designee, as he or she, in his or her discretion, deems appropriate.  Prior to making such assignments and deployments, the Chief of Police or his designee shall consider any input received from Metropolitan Council Members and community leaders identifying specific problem areas and issues.  The Police Department will be held accountable by documenting and reporting to the Council on a monthly basis the man-hours used, resources and funds used, activities generated including number of arrests made and citations issued, changes that have resulted, and responses from the community.  The two hundred fifty thousand dollars ($250,000) appropriated herein shall be expended in its entirety for this program not later than June 30, 2007.

Section 2.          This Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.

Amendment No. 1
To
Resolution No. RS2007-1863

Mr. President:

            I move to amend Resolution No. RS2007-1863 by deleting Section 1 in its entirety and substituting in lieu thereof the following new Section 1:
Section 1.       That the sum of two hundred fifty thousand dollars ($250,000) is hereby appropriated from the Reserve for Council Community Policing Initiative account of the General Fund of the General Services District to a special account created by the director of finance to be used by the Metropolitan Nashville Police Department to fund the "Metropolitan Police Community Response Teams" to increase community policing.  The Community Response Teams shall be assigned and deployed, in number and rank, by the Chief of Police or his designee, as he, in his discretion, deems appropriate.  Prior to making such assignments and deployments, the Chief of Police or his designee shall consider any input received from the six Community-Wide Public Safety Meetings held between March 12, 2007, and April 9, 2007.  Summaries of the input from the Community-Wide Public Safety Meetings are attached hereto and incorporated herein by reference.  The Police Department will be held accountable by documenting and reporting to the Council Public Safety Committee the man-hours used, resources and funds used, activities generated including number of arrests made and citations issued, changes that have resulted, and responses from the community.  Such report shall be submitted to the Council Public Safety Committee not later than August 7, 2007.  The two hundred fifty thousand dollars ($250,000) appropriated herein shall be expended in its entirety for this program not later than June 30, 2007.”
