RESOLUTION NO. RS2006-1660

A resolution requesting the Metropolitan Board of Public Education to implement a requirement for uniforms for all students in the public school system.

WHEREAS, in 1992, 1994 and 1999, the Metropolitan Council adopted resolutions requesting that the Metropolitan Board of Public Education adopt a dress code for the public school system; and

WHEREAS, in 2004, the Metropolitan Council adopted Resolution No. RS2004-174 requesting the Board of Education to consider a requirement for uniforms for students in the public school system, and

WHEREAS, although Resolution No. RS2004-174 requested Dr. Pedro Garcia and the Board of Education to respond to the feasibility of and/or action taken in compliance with the request for school uniforms, no response from the Board of Education was ever submitted to the Metropolitan Clerk; and

WHEREAS, pursuant to a memorandum from Dr. Garcia to the Board of Education dated April 28, 2006, a committee was appointed to explore the feasibility of uniforms for all K-12 students, with the committee to submit a report to the Board at the first meeting in November 2006; and

WHEREAS, requiring uniforms has been shown to remove peer pressure among students and lessens the economic burden of parents in the purchasing of designer and brand name clothing and shoes; and

WHEREAS, requiring students to wear uniforms removes the opportunity for certain students to wear "colors" of certain undesirable groups and gangs that promote violence; and

WHEREAS, the Metropolitan Council remains in support of requiring uniforms for all Metropolitan Nashville public school students.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. That the Metropolitan County Council hereby goes on record as requesting the Metropolitan Board of Public Education to implement a requirement for uniforms for all students in the public school system.

Section 2. The Metropolitan Clerk is directed to send a copy of this Resolution to the Dr. Pedro Garcia and to each member of the Metropolitan Board of Public Education.

Section 3. That the Metropolitan Board of Public Education is further requested to inform the Metropolitan Council of the feasibility of and/or actions taken in compliance with the request contained in Section 1 hereof, not later than thirty (30) days after the adoption of this Resolution.

Section 4. This Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
