A resolution requesting the Mayor, the Director of Finance, and the Purchasing Agent to develop and submit a plan to the Metropolitan Council providing incentives for contractors seeking business from the Metropolitan Government to use minority firms as subcontractors.

WHEREAS, pursuant to Section 4.44.020 of the Metropolitan Procurement Code, it shall be the policy of the metropolitan government to assist small and disadvantaged businesses in learning how to do business with the metropolitan government, and that a fair proportion of government purchases be made from small and disadvantaged businesses; and

WHEREAS, the results of a 2004 disparity study of the Metropolitan Government procurement system conducted by Griffin & Strong, PC, evidenced an underutilization of both minority and women-owned businesses in the procurement of contracts and services by the Metropolitan Government and the various Metro agencies; and

WHEREAS, the Metropolitan Council desires to see that minority businesses are given every opportunity to participate in construction projects involving the use of Metropolitan Government funds; and

WHEREAS, it is fitting and proper that the Mayor, the Director of Finance, and the Metro Purchasing Agent develop a plan for providing incentives for contractors to use minority firms on government projects.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. That the Metropolitan County Council hereby goes on record as requesting the Mayor, the Director of Finance and the Purchasing Agent to develop and submit a plan to the Metropolitan Council providing incentives for contractors seeking business from the Metropolitan Government to use minority firms as subcontractors.

Section 2. The Metropolitan Clerk is directed to send a copy of this Resolution to Mayor Bill Purcell, to Finance Director David Manning, and to Purchasing Agent Jeff Gossage.

Section 3. That the Mayor, Finance Director and Purchasing Agent are further requested to respond to the Council as to the feasibility of and/or action taken in compliance with the request stated in Section 1 hereof not later than sixty (60) days from the date of adoption of this Resolution.

Section 4. That this Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
