RESOLUTION NO. RS2006-1471

A resolution recognizing Stephanie B.C. Bailey, M.D., M.S.H.S.A, Director of Health for Nashville and Davidson County on the occasion of her retirement to join the Centers for Disease Control and Prevention as Chief of Public Health Practice.

WHEREAS, on August 31, 2006, Stephanie B.C. Bailey, M.D., a nationally recognized public health visionary and leader will retire after having served with distinction for 11 years as the Director of Health of the Metropolitan Public Health Department; and

WHEREAS, Dr. Bailey's noteworthy 25-year career of public health service at the Metro Public Health Department includes seven years as Medical Director and seven years as a public health medical doctor practicing at the East Nashville Health Center; and

WHEREAS, a native daughter of Denton, Maryland, Dr. Bailey is a graduate of North Caroline High School; she received a Bachelor of Arts from Clark University in Worchester, Massachusetts; and earned a Medical Doctorate from Meharry Medical College in Nashville, Tennessee, and a Master of Science in Human Services Administration from the College of Saint Francis in Joliet, Illinois; and

WHEREAS, a conscientious member of her profession, Dr. Bailey joined the Tennessee Public Health Association in 1988 and was elected and served as Chair of the Association from 1995 to 1996; and

WHEREAS, Dr. Bailey joined the Southern Health Association in 1991, and the Nashville Academy of Medicine in 1994, and has served as a member of the Academy's Board of Directors since 2000; and

WHEREAS, Dr. Bailey's impeccable reputation on the national level lead her in 1999 to be elected as the President of the National Association of County and City Health Officers. She served as a member of the association's Board of Directors in 2000 and 2001; and

WHEREAS, no stranger to awards and accolades during her extraordinary career, Dr. Bailey received two national awards of distinction. She received the American Public Health Association's Roemer Award presented for innovative public health initiatives in 2004. Dr. Bailey received the American Medical Association's Dr. Nathan B. Davis Award for Outstanding Government Services in 2005; and

WHEREAS, Dr. Bailey exemplifies the spirit and allegiance to family and community that are characteristic of a true Nashvillian; she enjoys the love and support of her family and is the proud parent of three beloved children; and

WHEREAS, throughout her esteemed career, Stephanie Bailey, has demonstrated the utmost professionalism, ability, and integrity, winning the unbridled respect and admiration of her colleagues among the local, regional and national public health community, and of the citizenry of this city; and

WHEREAS, it is fitting and proper that the Metropolitan Council recognizes Dr. Stephanie Bailey, for the outstanding service she has given to this city and wishes for continued success in her new position as Chief of Public Health Practice at the Centers for Disease Control and Prevention.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. The Metropolitan Council hereby goes on record as recognizing Stephanie B.C. Bailey, M.D., M.S.H.S.A., Director of Health, on the occasion of her retirement.

Section 2. The Metropolitan Clerks Office is directed to prepare a hand-lettered scroll to be presented to Stephanie B.C. Bailey upon her retirement.

Section 3. This Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
