RESOLUTION NO. RS2006-1381

A resolution requesting the Department of General Services, Office of Fleet Management, to implement a policy prohibiting Metropolitan Government departments from purchasing gasoline for Metro vehicles from Exxon/Mobil, Royal Dutch Shell, Chevron/Texaco or BP.

WHEREAS, hurricanes Katrina and Rita disrupted domestic oil refining and production during 2005, which sent gasoline prices soaring; and

WHEREAS, as a result of the increased gasoline prices, the large oil companies have reaped record profits at the expense of consumers; and

WHEREAS, Exxon Mobil Corp. earned $36.1 billion in 2005, which was the largest net income for a single company in U.S. history; and

WHEREAS, the Mayor's proposed fiscal year 2007 operating budget for the Metropolitan Government includes an estimated $1,400,000 in increased fuel costs; and

WHEREAS, in addition to paying more at the gasoline pump, the citizens of Nashville and Davidson County are seeing $1.4 million of their hard-earned tax dollars being used for increased fuel rather than public safety and schools functions; and

WHEREAS, the Department of General Services has indicated that an administrative order pertaining to the Fuel management program for the Metropolitan Government is expected to be published by March 2007; and

WHEREAS, it is fitting and proper that the Metropolitan Government avoid purchasing fuel from the large oil companies that are enjoying record profits at the expense of the taxpayers of Nashville and Davidson County.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. That the Metropolitan County Council hereby goes on record as requesting the Department of General Services, Office of Fleet Management, to implement a policy prohibiting Metropolitan Government departments from purchasing gasoline for Metro vehicles from Exxon/Mobil, Royal Dutch Shell, Chevron/Texaco or BP.

Section 2. The Metropolitan Clerk is directed to send a copy of this Resolution to Nancy Whittemore, the Director of the Department of General Services, and to C.W. "Bill" Malcolm, the Fleet Manager for the Metropolitan Government.

Section 3. That the Department of General Services is further requested to respond to the Council as to the feasibility of and/or action taken in compliance with the request stated in Section 1 hereof not later than sixty (60) days from the date of adoption of this Resolution.

Section 4. That this Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.

Mr. President:

I move to amend Resolution No. RS2006-1381 by amending the caption and Section 1 by adding after the phrase "Chevron/Texaco", the phrase ", Delek US Holdings (d/b/a MAPCO Express)".
