A resolution requesting the Metropolitan Traffic and Parking Commission to reduce speed limits in front of residential retirement facilities, assisted living facilities and nursing homes on a case-by-case basis.

WHEREAS, according to the 2003 American Community Survey conducted by the U.S. Census Bureau, there are approximately 59,345 persons in Nashville and Davidson County that are over the age of 65; and

WHEREAS, many of these retired persons live in some form of residential retirement community or assisted living facility; and

WHEREAS, senior citizens often seek to live in retirement complexes in order to have access to certain amenities; and

WHEREAS, the Metropolitan Traffic and Parking Commission has the sole authority under the Metropolitan Charter to establish speed zones upon Metropolitan Government streets and roads based upon the findings of the Commission; and

WHEREAS, senior citizens in Davidson County have expressed an interest in having the speed limit reduced in front of certain retirement and assisted living facilities where resident pedestrians frequently have to cross the street; and

WHEREAS, in order to better ensure the safety of the citizens of this city residing in retirement communities, it is fitting and proper that the Metropolitan Traffic and Parking Commission take the action necessary to reduce the speed limit in front of these facilities upon the request of the residents.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. That the Metropolitan County Council hereby goes on record as requesting the Metropolitan Traffic and Parking Commission to reduce speed limits in front of residential retirement facilities, assisted living facilities and nursing homes on a case-by-case basis.

Section 2. The Metropolitan Clerk is directed to send a copy of this Resolution to each member of the Metropolitan Traffic and Parking Commission.

Section 3. That this Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
