SUBSTITUTE RESOLUTION NO. RS2006-1344

A resolution requesting the Metropolitan Department of Water Services, the White House Utility District, the Harpeth Valley Utility District, the Old Hickory Utility District, the City of Lakewood and the Madison Utility District to develop a plan to install fire hydrants to serve all residents of Davidson County within ten years and to provide an annual report to the Council regarding the progress toward implementation of the plan.

WHEREAS, fire hydrants are an essential component in protecting persons and property from the devastation of a fire; and

WHEREAS, since the inception of the Metropolitan Government, certain areas of Davidson County have not been served by fire hydrants; and

WHEREAS, the main reason cited for not having pressurized fire hydrants county-wide is the large capital expense involved with running fire hydrant pipes throughout Davidson County's 533 square miles; and

WHEREAS, rural fire hydrants, also known as "dry hydrants", have proven to be an effective means of providing fire protection for less urbanized areas; and

WHEREAS, it is fitting and proper that the water utilities serving the citizens of Davidson County develop a plan for providing fire hydrant service to all areas of Davidson County.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. That the Metropolitan County Council hereby goes on record as requesting the Metropolitan Department of Water Services, the White House Utility District, the Harpeth Valley Utility District, the Old Hickory Utility District, the City of Lakewood and the Madison Utility District to develop a plan to install fire hydrants to serve all residents of Davidson County within ten years and to provide an annual report to the Council regarding the progress toward implementation of the plan.

Section 2. The Metropolitan Clerk is directed to send a copy of this Resolution to Scott Potter, the Director of the Department of Water Services, to the White House Utility District, to the Harpeth Valley Utility District, to the Old Hickory utility District, to the City of Lakewood and to the Madison Utility District.

Section 3. That this Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
