SUBSTITUTE RESOLUTION NO. RS2006-1270

A resolution establishing a Council Human Resources Task Force to address the need for an economic impact study regarding out-of-county employees, a best practices study for the Metropolitan Council Office, and other human resources issues affecting the Metropolitan Council.

WHEREAS, on July 19, 2005, the Metropolitan Council appropriated ten thousand dollars ($10,000) from the Unappropriated Fund Balance of the General Fund of the General Services District to fund an Economic Impact Study regarding Metropolitan Government employees living outside of Davidson County; and

WHEREAS, on December 20, 2005, the Metropolitan Council appropriated seventy-five thousand dollars ($75,000) from the Unappropriated Fund Balance of the General Fund of the General Services District to fund a Best Practices study for the Metropolitan Council to examine the current staffing of the Council Office, the need for additional staffing, and to make recommendations to the Council about how best to improve the Council Office; and

WHEREAS, to date, no request for proposals (RFP) has been issued for either of these studies, nor have any of the funds appropriated for such purposes been expended; and

WHEREAS, it is fitting and proper that a task force be appointed to address the need for these studies, appropriate methods for conducting these studies, and to determine whether studies of other human resources issues affecting the Council are needed.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. There is hereby created a Council Human Resources Task Force ("the Task Force"), which shall address the need for an economic impact study regarding out-of-county employees, a best practices study for the Metropolitan Council Office, and other human resources issues affecting the Metropolitan Council.

Section 2. The Task Force shall consist of the following nine (9) Members of Council:

Council Lady Brenda Gilmore
Councilman Jamie D. Isabel, Sr.
Council Lady Diane Neighbors
Councilman Rip Ryman
Council Lady Lynn Williams
Council Lady Vivian Wilhoite
Councilman Charlie Tygard
Councilman Ludye N. Wallace

In the event of a vacancy, the President Pro Tempore of the Council shall appoint another Member of Council to fill the vacant position on the Task Force.

Section 3. The President Pro Tempore of the Council shall set an organizational meeting of the Task Force within fifteen (15) days after the adoption of this resolution at which the Task Force shall elect its own officers. The Metropolitan Council Office and the Metropolitan Clerk's Office shall provide staff support for the Task Force. The Task Force shall report back to the full Council as to its findings and recommendations not later than one hundred eighty (180) days after convening.

Section 4. This Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
