RESOLUTION NO. RS2005-923

A resolution requesting the Mayor and the Director of Finance to implement a bonus-based incentive plan for Metropolitan department directors to find areas of savings within their budgets.

WHEREAS, the Metropolitan Council recently adopted a substitute operating budget for the Metropolitan Government for fiscal year 2006, which required a 67 cent property tax increase and a $20 increase in the motor vehicle regulatory license fee in order to provide the appropriate level of government services and adequate funding for schools; and

WHEREAS, the Council is interested in finding new methods for achieving government savings in an effort to be fiscally responsible and wise stewards of the people's tax dollars; and

WHEREAS, many businesses in the private sector provide monetary incentives for company managers and officers to find areas of savings; and

WHEREAS, although some Metropolitan Government departments provide some form of an incentive or bonus plan for employees, there is no government-wide incentive plan for department heads to find savings within their departments; and

WHEREAS, it is fitting and proper that the Mayor and Director of Finance implement a bonus-based incentive program for department directors to find ways to reduce their department's budget and save the government money.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. That the Metropolitan County Council hereby goes on record as requesting the Mayor and the Director of Finance to implement a bonus-based incentive plan for Metropolitan department directors to find areas of savings within their budgets.

Section 2. The Mayor and the Director of Finance are further requested to respond to the Council as to the feasibility of and/or action taken in compliance with the request stated in Section 1 hereof not later than sixty (60) days from the date of adoption of this Resolution.

Section 3. The Metropolitan Clerk is directed to send a copy of this Resolution to Mayor Bill Purcell and to David Manning, the Director of Finance.

Section 4. This Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
