SUBSTITUTE RESOLUTION NO. RS2005-708

A resolution requesting the Mayor, the Chief of Police, the Fire Chief, the Director of the Emergency Communication Center, and the Emergency Communications District board to consider using retired Metropolitan Government public safety employees to work as part-time dispatchers at the communication center.

WHEREAS, certain employees of the Emergency Communications Center have expressed concern about the amount of overtime they are required to work, which may compromise public safety as a result of employee fatigue; and

WHEREAS, various members of the Council Public Safety Committee have also expressed concerns about the dispatch system used by the Emergency Communications Center; and

WHEREAS, many retired public safety employees have the skills and experience to work as part-time dispatchers in the Emergency Communications Center, which may help address some of the concerns raised by employees regarding work hours and conditions, as well as concerns about the dispatch system; and

WHEREAS, it is in the best interest of the safety and welfare of the citizens of Nashville and Davidson County that the Metropolitan Government consider using retired public safety employees to assist with the operation of the Emergency Communications Center.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. That the Metropolitan County Council hereby goes on record as requesting the Mayor, the Chief of Police, the Fire Chief, the Director of the Emergency Communication Center, and the Emergency Communications District board to consider using retired Metropolitan Government public safety employees to work as part-time dispatchers at the communication center.

Section 2. That the Metropolitan Clerk is directed to send a certified copy of this Resolution to Mayor Bill Purcell, to Chief of Police Ronal Serpas, to Fire Chief Stephen Halford, to RoxAnn Brown, the Director of the Emergency Communications Center, and to each member of the board of directors of the Emergency Communications District.

Section 3. That the Mayor, the Chief of Police, the Fire Chief, the Director of the Emergency Communication Center, and the Emergency Communications District board are further requested to respond to the Council as to the feasibility of and/or action taken in compliance with the request stated in Section 1 hereof, not later than sixty (60) days from the date of adoption of this Resolution.

Section 4. This Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
