RESOLUTION NO. RS2005-1100

A resolution requesting the Metropolitan Board of Public Education and the Director of Schools to make twenty percent of all teachers' salaries incentive-based.

WHEREAS, teachers within the Metropolitan Nashville public school system are paid a set salary, which is not tied to any level of performance; and

WHEREAS, since teachers receive the same salary regardless of the results they attain, there is no economic incentive for teachers to excel in the classroom and increase student achievement; and

WHEREAS, the salaries of many workers in the private sector are tied to their performance on the job, which has been proven to be effective motivator for enhancing employee productivity and results; and

WHEREAS, in order for a school system to succeed, it must be able to attract and retain the highest quality teachers; and

WHEREAS, the mission for Metro Nashville Public Schools adopted by the Board of Public Education is to do whatever it takes for all students to acquire the knowledge and skills to become productive, responsible citizens; and

WHEREAS, teacher salaries account for more than $220 million of the Board of Education's total operating budget of $542 million; and

WHEREAS, it is fitting and proper that the Board of Public Education designate twenty percent of teacher salaries as being incentive-based.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. That the Metropolitan County Council hereby goes on record as requesting the Metropolitan Board of Public Education and the Director of Schools to make twenty percent of all teachers' salaries incentive-based.

Section 2. The Metropolitan Clerk is directed to send a certified copy of this Resolution to the Mayor, to each member of the Board of Public Education, and to the Director of Schools.

Section 3. This Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
