RESOLUTION NO. RS2005-1095

A resolution requesting the Director of Finance, the Director of Public Property Administration, and the Director of the Department of General Services to provide the Metropolitan Council with certain information regarding the parking spaces under the control of the Metropolitan Government.

WHEREAS, parking in the downtown area of Nashville is limited, thus placing a premium value on the spaces that are available; and

WHEREAS, the Metropolitan Government owns several large parking facilities available for use by the public, and also provides parking at numerous Metro buildings and facilities for use by employees; and

WHEREAS, the Metropolitan Government is in the process of constructing a new parking garage in front of the Metro courthouse at a cost of $34.8 million; and

WHEREAS, according to recent information provided by the Metropolitan Department of Human Resources, approximately twenty-eight percent (28%) of all Metropolitan Government employees live outside of Davidson County; and

WHEREAS, the Metropolitan Council recently appropriated $10,000 for an economic impact study to determine whether the high number of out-of-county Metropolitan Government employees in general has a detrimental effect on the Davidson County economy; and

WHEREAS, the Metropolitan Government provides free parking for many of these out-of-county employees who drive their vehicles into the city using Metropolitan Government roads to work at a job supported by the tax dollars of Davidson County citizens; and

WHEREAS, it is fitting and proper that the Council be provided with information regarding the total number of parking spaces controlled by the Metropolitan Government, the number of spaces designated for use by Metro employees and the estimated number and value of the parking spaces provided to out-of-county employees.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. That the Metropolitan County Council hereby goes on record as requesting the Director of Finance, the Director of Public Property Administration, and the Director of the Department of General Services to provide the Metropolitan Council with information regarding (1) the total number of parking spaces under the control of the Metropolitan Government; (2) the number of Metropolitan Government parking spaces designated for use by Metro employees; (3) the number of Metro parking spaces provided to out-of-county employees; (3) and the estimated revenue that would be generated if out-of-county employees were charged the market rate to park in such spaces.

Section 2. The Director of Finance, the Director of Public Property Administration, and the Director of the Department of General Services are further requested to respond to the Council within sixty (60) days from the date of the adoption of this Resolution as to the feasibility of and/or action taken in compliance with the request in Section 1 hereof.

Section 3. The Metropolitan Clerk is directed to send a certified copy of this Resolution to David Manning, the Director of Finance, to Ken Maynard, the Director of Public Property Administration, and to Nancy Whittemore, the Director of the Department of General Services.

Section 4. This Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
