RESOLUTION NO. RS2005-1076

A resolution requesting the Metropolitan Board of Parks and Recreation to install surveillance cameras in Metro parks with a high number of arrests for public indecency and patronizing prostitution.

WHEREAS, between September 26, 2005, and October 7, 2005, the Metropolitan Nashville Police Department and the Metropolitan Park Police conducted indecent exposure stings in Hamilton Creek Park, Two Rivers Park, Cedar Hill Park, and the Percy Priest Dam recreational areas; and

WHEREAS, as a result of these sting operations, 92 persons were arrested for various offenses included indecent exposure, public indecency, and patronizing prostitution; and

WHEREAS, the Metropolitan Nashville Police Department has implemented a surveillance camera pilot project in certain areas of Nashville in an effort to catch persons engaging in criminal activity and to deter crimes; and

WHEREAS, Metropolitan Department of Public Works has also installed surveillance cameras in various areas that are frequently used for illegal dumping; and

WHEREAS, the Metropolitan parks system should be an opportunity for citizens of all ages to enjoy the outdoors without fear of witnessing lewd conduct and acts of indecent exposure; and

WHEREAS, due to the high number of arrests resulting from the indecent exposure sting operation evidencing a serious problem in some of the parks within Nashville and Davidson County, it is fitting and proper that surveillance cameras be installed in an effort to curb such illegal and inappropriate activity.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. That the Metropolitan County Council hereby goes on record as requesting the Metropolitan Board of Parks and Recreation to install surveillance cameras in Metro parks with a high number of arrests for public indecency and patronizing prostitution.

Section 2. The Metropolitan Clerk is directed to send a copy of this Resolution to Parks Director Roy Wilson and to each member of the Metropolitan Board of Parks and Recreation.

Section 3. That this Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
