RESOLUTION NO. RS2005-1067

A resolution requesting Governor Phil Bredesen, the Davidson County Delegation to the Tennessee General Assembly, the Tennessee Department of Transportation, the Mayor's Office, the Metropolitan Department of Public Works, and the Metropolitan Traffic and Parking Commission to take the action necessary to post signs in front of curves in the roadways indicating a safe speed for motorcycles to negotiate the curve.

WHEREAS, according to the Motorcycle Accident Cause Factors and Identification of Countermeasures, also known as the "Hurt Study", motorcyclists are eighteen times more likely to be in a fatal accident than those in passenger cars; and

WHEREAS, according to the Hurt Study, 66% of all single vehicle motorcycle crashes were caused by rider error, usually as a result of over braking or running wide in a curve; and

WHEREAS, weather is not cited as a factor in over 98% of all motorcycle accidents; and

WHEREAS, Tennessee has many curvy roads that pose a hazard to motorcyclists; and

WHEREAS, many roadways in Tennessee warn motorists of curves and suggest a safe speed for passenger vehicles when negotiating the curve; and

WHEREAS, it is fitting and proper that signs be posted in front of curves indicating a safe speed for motorcycles.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. That the Metropolitan County Council hereby goes on record as requesting Governor Phil Bredesen, the Davidson County Delegation to the Tennessee General Assembly, the Tennessee Department of Transportation, the Mayor's Office, the Metropolitan Department of Public Works, and the Metropolitan Traffic and Parking Commission to take the action necessary to post signs in front of curves in the roadways indicating a safe speed for motorcycles to negotiate the curve.

Section 2. The Metropolitan Clerk is directed to send a copy of this Resolution to each member of the Tennessee General Assembly.

Section 3. The Mayor's Office, the Department of Public Works, and the Traffic and Parking Commission are further requested to respond to the Council regarding the request stated in Section 1 hereof within ninety (90) days from the adoption of this Resolution.

Section 4. That this Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
