RESOLUTION NO. RS2005-1042
A resolution recognizing and commending Judge William Higgins on his 25th anniversary as a General Sessions Judge.
WHEREAS, it is fitting that we recognize an estimable public servant who has dedicated his professional career to ensuring equal justice for all fellow citizens; and
WHEREAS, Judge William Higgins recently celebrated 25 years sitting on the bench as a General Sessions Judge; and
WHEREAS, Judge William Higgins is the senior jurist of the General Sessions Court, being elected to the bench in 1980 and re-elected in 1982, 1990, and 1998; and
WHEREAS, Judge William Higgins is a graduate of Cohn High School, the YMCA Night Law School and Vanderbilt University, where he obtained his Bachelor's Degree; and
WHEREAS, Judge William Higgins served two years active duty in the United States Army Signal Corps and rose to the rank of Captain by the time of his honorable discharge from the Army Reserve; and
WHEREAS, Judge Higgins practiced law in West Nashville for 13 years prior to becoming a judge, he also was elected to represent the 24th district for three terms as Metro Councilman and eventually elected General Sessions judge by the Metro Council to fill the unexpired term of Judge John T. Nixon; and
WHEREAS, esteemed and admired by his judicial peers and colleagues and the attorneys and citizens appearing before his court, Judge Higgins is a member of the Nashville Bar Association, Tennessee Bar Association, Tennessee General Sessions Judges Conference, Lawyer's Association for Women, American Judges Association, American Bar Association, American Judicature Society and the Tennessee Trial Lawyers Association; and
WHEREAS, Judge Higgins remarkable success as a jurist is attributed to his reliance on the time-honored values of hard work and common sense and his uncommon ability to empathize with people from all walks of life; and
WHEREAS, Judge Higgins is active in the community where he currently serves on the Advisory Board of Youth Encouragement Services and the Board of Woman's Club of Nashville and has previously served on the Boards for the Rochelle Center; St. Luke's Community Center, Richland Village Children's Home and the Nashville City Civitan Club; and
WHEREAS, Judge Higgins is currently a member of the American Legion, Post 5; Cohn/West Nashville Community Education Council; NAACP; West Nashville Masonic Lodge and the Al Menah Shrine; and
WHEREAS, Judge Higgins is a member of the Church of Christ, and is married to
Janice (Livingston) Higgins and this holy union was blessed with three children
and seven grandchildren; and
WHEREAS, it is fitting and proper that the Metropolitan Council recognize Judge William Higgins for his honorable and astute service to the good people of Tennessee and wish him continued success.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:
Section 1. The Metropolitan Council hereby goes on record as recognizing and commending Judge William Higgins on his 25th anniversary as a General Sessions Judge.
Section 2. The Metropolitan Council Office is directed to prepare a copy of this Resolution to be presented to Judge William Higgins.
Section 3. This Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
