RESOLUTION NO. RS2004-518

A resolution requesting the Mayor, the Metropolitan Development and Housing Agency, and the Metropolitan Department of Parks and Recreation to include the expansion and redevelopment of the Riverfront Park as part of any proposed riverfront development project by restoring the ice skating rink and the Red Grooms Carousel, and by constructing a new amphitheatre.

WHEREAS, the Metropolitan Council appointed a Task Force to determine the highest and best use of the downtown thermal plant property located along the riverfront; and

WHEREAS, several developers submitted proposals for development of the thermal site; and

WHEREAS, the Metropolitan Government has developed a downtown Riverfront Park greenway connector along the Cumberland River connecting the downtown area to the Farmer’s Market; and

WHEREAS, in the past, the Metropolitan Government maintained an ice skating rink in Riverfront Park, as well as the Red Grooms Carousel; and

WHEREAS, it is fitting and proper that any redevelopment of the downtown riverfront include the expansion and redevelopment of Riverfront Park by restoring the ice skating rink and carousel, and constructing a new amphitheatre for the benefit of the citizens of Nashville and Davidson County.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. That the Metropolitan County Council hereby goes on record as requesting the Mayor, the Metropolitan Development and Housing Agency, and the Metropolitan Department of Parks and Recreation to include the expansion and redevelopment of the Riverfront Park as part of any proposed riverfront development project by restoring the ice skating rink and the Red Grooms Carousel, and by constructing a new amphitheatre.

Section 2. The Metropolitan Clerk is directed to send a certified copy of this Resolution to Mayor Bill Purcell, to Phil Ryan, the Executive Director of the Metropolitan Development and Housing Agency, and to Roy Wilson, the Director of the Metropolitan Department of Parks and Recreation.

Section 3. This Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.

Mr. President:

I move to amend Resolution No. RS2004-518 by deleting the phrase “to include”, wherein it appears in the caption and Section 1, and substituting in lieu thereof the phrase “to examine the feasibility of including”.
