A resolution requesting the Department of Public Works to implement a pilot program to place litter/recycling receptacles containing advertising space within certain areas of the public right-of-way that have high pedestrian traffic.

WHEREAS, the Metropolitan Department of Public Works is responsible for the collection and disposal of garbage and other refuse; and

WHEREAS, the Mayor and the Council have approved and funded an aggressive recycling program in Nashville and Davidson County, including curbside collection of recyclables within the urban services district; and

WHEREAS, the Metropolitan Government set a recycling goal of twenty-five percent by 2004; and

WHEREAS, there are businesses that offer programs for local government participation whereby host locations receive litter/recycling receptacles at no cost for which advertising space on the receptacles is made available; and

WHEREAS, in addition to receiving the free litter/recycling receptacles, participating host locations receive a share of the advertising revenue; and

WHEREAS, it is fitting and proper that the Department of Public Works implement a pilot program to allow these type of litter/recycling receptacles in a designated area of the city in an effort to increase the recycling rate and bring additional revenue to the city.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. That the Metropolitan County Council hereby goes on record as requesting the Department of Public Works to implement a one or two year pilot program to place litter/recycling receptacles containing space for appropriate, non-offensive advertisements within certain areas of the public right-of-way that have high pedestrian traffic.

Section 2. The Metropolitan Clerk is directed to send a certified copy of this Resolution to Billy Lynch, the Director of the Department of Public Works, and to Chace Anderson, the Assistant Director – Division of Waste Management.

Section 3. The Department of Public Works is further requested to respond to the Council in writing as to the feasibility of and/or action taken in compliance with the request in Section 1 hereof not later than sixty (60) days after the adoption of this Resolution.

Section 4. This Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
