RESOLUTION NO. RS2004-226

A resolution requesting all departments of the Metropolitan Government to develop a plan of diversity to increase the number of minority employees, to increase the opportunities for promotion of minority employees within the Metropolitan Government, and to increase the opportunities for minorities to conduct business with and procure contracts to provide goods and services to the Metropolitan Government.

WHEREAS, there is concern among Members of Council that the number of minority employees employed by the Metropolitan Government may not proportionally reflect the number of minority persons within Nashville and Davidson County as a whole; and

WHEREAS, there is further concern among Members of Council that a disparity exists regarding the opportunities for promotion of minority employees of the Metropolitan Government; and

WHEREAS, all Metropolitan Government departments and agencies appearing before the Council Budget and Finance Committee during Council budget hearings each year are requested to provide information regarding the number of minority employees within each department; and

WHEREAS, A 1999 Disparity Study conducted by Mason Tillman Associates, Ltd., presented evidence that active and passive discriminatory practices hinder minority and women-owned business participation with the Metropolitan Government; and

WHEREAS, it is fitting and proper that these Metropolitan Government departments and agencies develop a plan for diversity to be presented to the Council at or before the Council budget hearings in June 2004.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. That the Metropolitan County Council hereby goes on record as requesting all departments of the Metropolitan Government to develop a plan of diversity to increase the number of minority employees, to increase the opportunities for promotion of minority employees within the Metropolitan Government, and to increase the opportunities for minorities to conduct business with and procure contracts to provide goods and services to the Metropolitan Government.

Section 2. The Metropolitan Clerk is directed to send a certified copy of this Resolution to the directors of all other departments and agencies of the Metropolitan Government.

Section 3. This resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
