RESOLUTION NO. RS2004-178

A resolution accepting the Bordeaux-Whites Creek 2003 Update adopted by the Metropolitan Planning Commission on October 9, 2003 and amended on January 22, 2004.

WHEREAS, Section 18.02 of the Charter of the Metropolitan Government of Nashville and Davidson County requires that zoning regulations be enacted by the Council "only on the basis of a comprehensive plan prepared by the Metropolitan Planning Commission;" and

WHEREAS, the Metropolitan Planning Commission, in order to fulfill its duty to develop and maintain the General Plan to provide the basis for zoning decisions, has divided the County into fourteen subareas and developed specific plans for each such subarea; and

WHEREAS, the Bordeaux-Whites Creek Community Plan, formerly known as the Subarea 3 Plan, encompasses the Bordeaux and Whites Creek communities; and

WHEREAS, the Metropolitan Planning Commission directed its staff to work with Bordeaux-Whites Creek citizens to conduct public meetings and take such other steps deemed necessary to provide public input and review needed to update the Subarea 3 Plan; and

WHEREAS, seven community meetings were held between March 2003 and December 2003, at which community members worked extensively with Planning Department staff to develop their vision for the future of Bordeaux-Whites Creek as well as prepare four Detailed Neighborhood Design Plans covering the Clarksville Pike corridor between the Cumberland River and Kings Lane as part of the Bordeaux-Whites Creek Community Plan 2003 Update; and

WHEREAS, the Bordeaux-Whites Creek Community Plan 2003 Update was unanimously approved by the Metropolitan Planning Commission, following a public hearing, on October 9, 2003; and

WHEREAS, an amendment to the Bordeaux-Whites Creek Community Plan to include the Detailed Neighborhood Design Plans for neighborhoods covering the Clarksville Pike corridor between the Cumberland River and Kings Lane was unanimously approved by the Metropolitan Planning Commission, following a public hearing on January 23, 2004; and

WHEREAS, it is fitting and proper that the Metropolitan Council recognize the efforts of Bordeaux-Whites Creek citizens in developing the Bordeaux-Whites Creek Community Plan 2003 Update.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

SECTION 1. The Metropolitan Council hereby goes on record as accepting the Bordeaux-Whites Creek Community Plan 2003 Update, which was adopted by the Metropolitan Planning Commission on October 9, 2003 and amended on January 22, 2004.

SECTION 2. The Metropolitan Council further resolves to work with members of the Bordeaux-Whites Creek Community and the Metropolitan Planning Commission to discuss and develop measures that will contribute to the achievement of the Plan.

SECTION 3. This Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.

Mr. President:

I move to amend Resolution No. RS2004-178 by deleting the phrase “October 9, 2003”, wherein it appears in the caption, in the sixth recital clause, and in Section 2, and substituting in lieu thereof the phrase “September 25, 2003”.
