SUBSTITUTE RESOLUTION NO. RS2000-124

A substitute resolution requesting the Mayor and the Metro Department of Public Works, and other relevant departments, to develop a more effective communications system which includes a one telephone number complaint program for dealing with constituent complaints.

WHEREAS, citizens of the area of the Metropolitan Government have, on a day to day basis, numerous complaints for service which range from drainage ditch overflows, failure to have trash picked up, stop signs down, and other reports of need for service; and

WHEREAS, it is difficult for citizens to ascertain which departments of the Metropolitan Government are in charge of these needs for service; and

WHEREAS, citizens make numerous calls to members of council and to the Mayor’s Office, who then attempt to forward these calls for appropriate action to the appropriate agencies of the Metropolitan Government; and

WHEREAS, the citizens of the Metropolitan Government would be better served if there was a centralized telephone number to receive such complaints and a system developed to disperse the information to the appropriate departments or agencies for action and to provide follow-up information to the Mayor, to the members of council, and to constituents on the action taken.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

SECTION 1. That the Metropolitan County Council hereby goes on record as requesting the Mayor and the Metropolitan Department of Public Works, and other relevant departments, to develop a more effective communications system which includes a one telephone number complaint program for dealing with constituent complaints. Such communications system would include forwarding such complaints to the appropriate department or agency for appropriate action and a reporting system to the Mayor, member of council, and constituents making such calls, as to the resolution of their complaint.

SECTION 2. The Metropolitan Clerk is directed to send a certified copy of this Resolution to the Mayor and to the Director of the Department of Public Works.

SECTION 3. This Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
