RESOLUTION NO. RS2003-1435


A resolution recognizing Frank Marion Bess, Jr.


WHEREAS, Frank Marion Bess, Jr., was born June 16, 1913, and has lived in South Nashville almost all of his life; and

WHEREAS, united in holy matrimony Mr. Frank Marion Bess and Mrs. Jimmie Opal Bess have celebrated 40 years of their life together; and

WHEREAS, Frank Marion Bess, Jr., loves his community and has shown his dedication to South Nashville by serving in two elected offices, as a constable and as the District’s representative to the Democratic Executive Committee; and

WHEREAS, as a popularly elected constable, Frank Marion Bess Jr., patrolled the streets of South Nashville for sixteen (16) years on his Harley keeping the neighborhoods safe; and

WHEREAS, Frank Marion Bess, Jr., was first elected to the Davidson County Democratic Executive Committee in 1948 by popular vote and was subsequently re-elected every two years by popular vote for twenty-seven (27) consecutive terms, serving until the term expiring in 2002; and

WHEREAS, it is believed that Frank Marion Bess, Jr., has been elected by popular vote to serve the public more than any other known person, not just in the State of Tennessee, but in the Nation; and

WHEREAS, Mr. Bess, is a proponent of good responsible government and has made a significant difference in his community; and

WHEREAS, it is men like Frank Marion Bess, Jr., who gives of his time, talents, and energy to make the communities of South Nashville a great place to live and work and it is only fitting and proper that such a public servant be recognized; and

WHEREAS, it is fitting and proper that the Metropolitan Council recognizes Frank Marion Bess, Jr., for his many years of public service to South Nashville.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. The Metropolitan Council hereby goes on record as recognizing Frank Marion Bess, Jr.

Section 2. The Metropolitan Council Office is directed to prepare a copy of this Resolution to be presented to Frank Marion Bess, Jr.

Section 3. This Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
