RESOLUTION NO. RS2003-1418
A resolution requesting the Metropolitan Nashville Arts Commission and the
Department of Finance to report to the Metropolitan Council regarding
the use of general obligation bond proceeds to fund public art projects
as provided in Title 5, Chapter 10 of the Metropolitan Code of Laws.
WHEREAS, in May of 2000, the Metropolitan Council enacted Ordinance No. BL2000-250
to amend Title 5, Chapter 10 of the Code of Laws to provide that one percent
(1%) of the net proceeds of general obligation bonds issued to fund capital
construction projects shall be set aside to fund public art; and
WHEREAS, Section 5.10.020 further provides that if one percent (1%) of a particular bond issue is insufficient to fund a particular public art project, then such bond proceeds may accumulate until they are sufficient to fund a public art project; and
WHEREAS, it is fitting and proper that the Metropolitan Council be adequately informed as to the status of these funds designated for public art and their disposition.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:
Section 1. That the Metropolitan County Council hereby goes on record as requesting the Metropolitan Nashville Arts Commission and the Department of Finance to report to the council regarding the use of one percent (1%) general obligation bond proceeds to fund public art projects. Such report should include, but not be limited to, the total amount of general obligation bond proceeds appropriated for public art projects from July 1, 2000, to the present date, a description of the public art projects so funded, the amount of funds appropriated for public art projects for public schools, and the amount of general obligation bond proceeds that have been accumulated to fund future public art projects.
Section 2. The Metropolitan Clerk is directed to send a certified copy of this Resolution to the Director of the Department of Finance and to the members of the Metropolitan Nashville Arts Commission.
Section 3. The Metropolitan Nashville Arts Commission and the Department of Finance are further requested to inform the Metropolitan Council of the feasibility of and/or the actions taken in compliance with the request contained in Section 1 hereof, not later than sixty (60) days after the adoption of this Resolution.
Section 4. This resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
