RESOLUTION NO. RS2002-994

A resolution appropriating two hundred fifty thousand dollars ($250,000) from the reserve for council community police program account of the General Services District to the Metropolitan Nashville Police Department to fund the "Metropolitan Police Community Response Teams" to increase community policing.

WHEREAS, Substitute Ordinance No. BL2001-707, the 2001-2002 budget ordinance adopted by the Metropolitan Council, appropriated two hundred fifty thousand dollars ($250,000) for the reserve for council community police program; and
WHEREAS, the council now desires to fund the Metropolitan Nashville Police Department's community policing program as set out herein.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

SECTION 1. That the sum of two hundred fifty thousand dollars ($250,000) is hereby appropriated from the reserve for council community police program account of the General Services District to a special account created by the director of finance to be used by the Metropolitan Nashville police department to fund the "Metropolitan Police Community Response Teams" to increase community policing. The Community Response Teams shall consist of at least one (1) Sergeant and five (5) Officers who shall be deployed after meeting with members of council and community leaders to address specific community crime related and quality of life problems. The police department will be held accountable by documenting and reporting to the Council on a monthly basis the man-hours used, resources and funds used, activities generated including number of arrests made and citations issued, changes that have resulted, and responses from the community. The two hundred fifty thousand dollars ($250,000) appropriated herein shall be expended in its entirety for this program by June 30, 2002.

SECTION 2. All resolutions, or parts thereof, in conflict with the provisions of the Resolution are, to the extent of such conflict, hereby repealed.

SECTION 3. This Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.

AMENDMENT NO. 1

TO

RESOLUTION NO. RS2002-994


Mr. President:

I move to amend Resolution No. RS2002-994 by amending Section 1 by deleting the following sentence:

"The Community Response Teams shall consist of at least one (1) Sergeant and five (5) Officers who shall be deployed after meeting with members of council and community leaders to address specific community crime related and quality of life problems."

And substituting the following language in its place:

"The Community Response Teams shall be assigned and deployed, in number and rank, by the Chief of Police or his designee, as he or she, in his or her discretion, deems appropriate. Teams shall, however, consist of at least five officers and one Sergeant. Prior to making such assignments and deployments, the Chief of Police or his designee shall consider any input received from Metro Council Members and community leaders identifying specific problem areas and issues."
