A resolution proclaiming the week of May 5, 2002, through May 11, 2002, as Children's Mental Health Week.

WHEREAS, a growing number of children are recognized as having emotional and behavioral disorders; and

WHEREAS, one in ten children and adolescents has a serious emotional disturbance that severely disrupts his or her ability to function at home, in school or in the community; and

WHEREAS, suicide continues to claim the lives of children and youth in Tennessee and children and youth with emotional and behavioral disorders are turning to alcohol and drugs to cope; and

WHEREAS, members of the community lack information and understanding of these disorders; and

WHEREAS, cost of these children, their families, and community are exorbitant in dollars, lost potential and heartache; and

WHEREAS, it is essential that everyone have access to education, information, and training; and

WHEREAS, children and families have the right to community-based services; and

WHEREAS, it is fitting and proper that the Metropolitan Council urge all citizens to lend their active support and encouragement to the fight against mental illness in children, through research, detection, diagnosis, treatment, prevention and through understanding.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

SECTION 1. The Metropolitan Council hereby goes on record as proclaiming the week of May 5, 2002, through May 11, 2002, as Children's Mental Health Week.

SECTION 2. The Metropolitan Council Office is directed to prepare a copy of this Resolution to be presented to Andrea Flowers of Tennessee Voices.

SECTION 3. This Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
