A resolution requesting the Metropolitan Government Director of Finance to report to the Metro Council on the amount of excess franchise fees received due to the increase of natural gas bills, and the feasibility of establishing a utility relief program for the elderly and low income residents of the Metropolitan Government.

WHEREAS, there has occurred a dramatic increase in natural gas bills within the area of the Metropolitan Government this winter; and

WHEREAS, the Nashville Gas Company operates within the area of Metropolitan Government under a franchise granted by the Metropolitan Government; and

WHEREAS, it appears that as a result of the dramatic increase in gas prices, that the Metropolitan Government could receive a significant increase in franchise fee payments; and

WHEREAS, it is fitting and proper that this additional revenue, which may be received by the Metropolitan Government, be utilized to provide relief to customers of the Nashville Gas Company who are elderly and have low income.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

SECTION 1. That the Metropolitan County Council hereby goes on record as requesting the Metropolitan Government Director of Finance to report to the Metro Council on the amount of excess franchise fees received due to the increase of natural gas bills, and the feasibility of establishing a utility relief program for the elderly and low income residents of the Metropolitan Government.

SECTION 2. The Metropolitan Clerk is directed to send a certified copy of this Resolution to the Director of Finance.

SECTION 3. That the Director of Finance is further requested to inform The Metropolitan Council of the feasibility and/or the actions taken in compliance with the request contained in Section One hereof, not later than fifteen (15) days after the adoption of this Resolution.

SECTION 4. This Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
