RESOLUTON NO. RS2000-274

A resolution requesting the Mayor and the Metropolitan Board of Public Education to furnish information to the Metropolitan Council relating to the broad number of employees who reside out of county and the economic impact on Metro as a result of such out of county resident employees.


WHEREAS, it appears that of the general government employees of the Metropolitan Government, approximately 26% reside outside Davidson County, with approximately 42% of the employees of the Fire Department residing out of county; and

WHEREAS, it appears that 14% of the employees of the Metropolitan Board of Public Education reside outside Davidson County; and

WHEREAS, this high number of out of county residents employed by the Metropolitan Government may have a detrimental effect on the economy of Davidson County and, therefore, the tax revenues of Davidson County.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

SECTION 1. That the Mayor and the Metropolitan Board of Public Education are hereby requested to furnish to the Metropolitan County Council an economic impact study addressing the issue of lost revenue to the Metropolitan Government as a result of the number of employees who reside outside Davidson County. Such impact study should contain the number of out of county residents employed for each department, including the Metropolitan Board of Education, their sex, race, position, and salary, and should further demonstrate the impact on property tax collections, sales tax collections, and motor vehicle registration fees, and other lost revenue to the Metropolitan Government.

SECTION 2. Such study and report should be made to the Metro Council not later than six (6) months after the adoption of this resolution in order to provide the council with sufficient information of its importance on the operating budget to be adopted in June 2001.

SECTION 3. The Metropolitan Clerk is directed to send a certified copy of this Resolution to the Mayor, the Director of Schools, and to the Board of Public Education.

SECTION 4. This Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
