RESOLUTION NO. RS2000-154

A resolution recognizing Scott Garrett and Franklin Flair for their outstanding act of heroism.

WHEREAS, on Saturday, February 19, 2000, as Scott Garrett and Franklin Flair, were on their way to see a late-night movie, they witnessed a break in at 100 Oaks Mall; and

WHEREAS, Mr. Garrett and Mr. Flair, being alert and concerned community citizens, contacted the police, flagged down a patrol officer and weren’t far behind as Officer Hancock pursued the suspect on foot; and

WHEREAS, without thought for their own personal safety risked their lives to help Berry Hill Police Officer William Hancock, when he went down in a struggle with the robbery suspect; and

WHEREAS, during this dangerous pursuit, Scott and Franklin overpowered the suspect, grabbed the handcuffs from the injured officer’s belt and handcuffed the suspect before help arrived; and

WHEREAS, due to Mr. Garrett and Mr. Flair’s heroism, unselfishness, and loyalty these two fine citizens assisted with the apprehending of the robbery suspect; and

WHEREAS, it is fitting and proper that the Metropolitan Council honor these gentleman for their act of heroism.

NOW, THEREFORE, BE IT RESOLVED BY THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

SECTION 1. The Metropolitan County Council hereby goes on record as recognizing Scott Garrett and Franklin Flair for their outstanding act of heroism.

SECTION 2. The Metropolitan Council Staff Office is hereby directed to prepare a certificate to be presented to both Scott Garrett and Franklin Flair.

SECTION 3. This Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
