SUBSTITUTE RESOLUTION NO. SR99-1650

A substitute resolution expressing the support of the Metropolitan Council for increased recycling programs for the citizens of Nashville and Davidson County.

WHEREAS, recycling continues to be a popular and environmentally sound way to handle discarded materials which can be collected, processed, and used to make new products; and

WHEREAS, the citizens of Nashville and Davidson County have repeatedly expressed their support for recycling programs and facilities made available by the Metropolitan Government of Nashville and Davidson County; and

WHEREAS, convenience is a key factor in allowing citizens the opportunity to recycle; and

WHEREAS, the Metropolitan Government of Nashville and Davidson County is about to undertake an expanded recycling program which will be more readily available to the citizens of Nashville and Davidson County; and

WHEREAS, the Metropolitan Council and Mayor have approved funds in the 1999-2000 budget which will allow this expansion of recycling to occur.

NOW, THEREFORE, BE IT RESOLVED BY THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

SECTION 1. That the Metropolitan County Council hereby requests that the Mayor and the Department of Public Works provide a detailed report and proposal for further recycling expansion to the Metropolitan Council by November 1, 1999. The Metropolitan Council further requests that the existing curbside routes be continued for the present time but that the Public Works Department evaluate the current participation rates of these routes in order to terminate service to those routes by November 1^st, or as soon thereafter as possible, if route participation on a monthly basis does not at least equal 50% of the households eligible to participate.

SECTION 2. That the Metropolitan Council further requests that in planning for future curbside recycling, that the Administration and Public Works Department develop a plan whereby only those areas of the urban services district in which at least 50% of the households express an interest in participating would receive such services. It is the intent of the Council that such a plan would involve education and promotion to encourage neighborhoods and areas of the urban services district to understand the benefits of recycling and to desire to participate.

SECTION 3. The Metropolitan Council further requests the Mayor and the Department of Public Works to identify at least three additional locations in or near the General Services District which are appropriate for use as recycling drop-off sites and secure permission for the placement of appropriate containers at those locations. In choosing the new locations for drop-off sites, the Metropolitan Council requests that priority be given to the Antioch, Joelton and Madison areas.

SECTION 4. Further, The Metropolitan Council further requests that the Mayor and the Department of Public Works maximize public involvement in decision making relative to the details of the recycling program, particularly expansions of curbside residential and drop-off recycling. It is the intent of the Council that the Mayor and Public Works should affirmatively seek out written and oral input from interested citizens, environmental groups, neighborhood associations, and any other interested parties.

SECTION 5. The Metropolitan Clerk is directed to send a certified copy of this Resolution to the Mayor and to the Director of the Department of Public Works.

SECTION 6. This Resolution shall take effect from and after its passage, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
