RESOLUTION NO. R99-1667

A resolution recognizing Shelly Reisman Paine for her outstanding contributions to Metropolitan Nashville and Davidson County.

WHEREAS, Shelly Reisman Paine, a local conservator, has spearheaded efforts to restore a fanciful outdoor mosaic sculpture, known to most as a dragon, but which is actually a sea serpent; and

WHEREAS, the sculpture is located in Fannie Mae Dees Park at the corner of 24^th Avenue and Blakemore Avenue, in the center of several of Nashville’s most vibrant urban neighborhoods; and

WHEREAS, the original "Sea Serpents" by Pedro Silva, better known as "Two Dragons", is a 250-foot mosaic sculpture which is an icon for many people in Nashville and the neighborhoods surrounding Hillsboro Village; and

WHEREAS, the sculpture was built in 1981 as a symbol of confidence in the future of these neighborhoods after blocks of homes had been destroyed for new construction; and

WHEREAS, the original sculpture was built as a hollow, concrete structure and involved hundreds of neighbors who designed individual mosaic images; and

WHEREAS, the sculpture became both art and an object of play, attracting visitors both young and old; and

WHEREAS, in 1998 the sculpture was deemed unsafe and surrounded by a fence; and

WHEREAS, Shelly Reisman Paine was hired by the Metro Parks and Recreation Department for a three month contract to treat the sculpture by cleaning, stabilizing and injecting custom mortars, as well as all needed materials and equipment for an additional two months; and

WHEREAS, Shelly Reisman Paine continues in her volunteer role, organizing the long term treatment of the sculpture, including installation of a site drainage system, monitoring the moisture content in the arches and replacing deteriorating tile; and

WHEREAS, if all goes well, the dragon sculpture will reopen in September of this year; and

WHEREAS, it is fitting and proper that the Metropolitan Council recognize Shelly Reisman Paine for her outstanding contributions to the citizens of Nashville and Davidson County.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

SECTION 1. The Metropolitan County Council hereby goes on record as recognizing Shelly Reisman Paine for her outstanding contributions to Metropolitan Nashville and Davidson County.

SECTION 2. The Metropolitan Council Staff Office is directed to prepare a certificate to be presented to Shelly Reisman Paine.

SECTION 3. This Resolution shall take effect from and after its passage, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
