RESOLUTION NO. R99-1649

A resolution regarding limiting heavy trucks to right-hand lanes on certain interstate highways in Nashville and Davidson County.

WHEREAS, the over-the-road motor freight industry is an important part of the Nashville and Middle Tennessee economy; and

WHEREAS, the Tennessee Department of Transportation has attempted to reduce traffic congestion by the use of high occupancy vehicle lanes on certain Interstate highways in and near Nashville and such attempts have only had limited success, at best; and

WHEREAS, other municipalities have reduced traffic congestion by limiting heavy trucks to right-hand lanes on urban Interstate highways; and

WHEREAS, the Metropolitan Council, the Traffic and Parking Commission, and the Department of Public Works are desirous of supporting the Tennessee Department of Transportation in improving traffic flow in Nashville and Davidson County.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF NASHVILLE AND DAVIDSON COUNTY:

SECTION 1. That the Tennessee Department of Transportation be requested to consider, as a one or two year test, restricting over-the-road trucks (of weights and lengths to be established by said Department) to the right-hand lane or lanes on one or more of the Interstate highways in Nashville and Davidson County.

SECTION 2. That the Tennessee Department of Transportation be requested to seek consultation regarding establishing such lanes from the Tennessee Trucking Association and other trade groups, the Nashville Area Chamber of Commerce, and the Traffic and Parking Commission of the Metropolitan Government of Nashville and Davidson County.

SECTION 3. The Metropolitan Clerk is directed to send a certified copy of this Resolution to each agency listed in Section 2.

SECTION 4. That each agency is further requested to inform the Metropolitan Council of the feasibility and/or the actions taken in compliance with the request contained in Section 1 hereof not later than sixty (60) days after the adoption of this Resolution.

SECTION 5. This Resolution shall take effect from and after its adoption, the welfare of the Metropolitan Government of Nashville and Davidson County requiring it.
