RESOLUTION NO. R99-1553

A resolution supporting a HOPE VI Revitalization Grant application to the Department of Housing and Urban Development for the Preston Taylor Homes community by the Metropolitan Development and Housing Agency.

WHEREAS, the Fiscal Year 1999 Department of Veterans Affairs and Housing and Urban Development and Independent Appropriations Act makes available HOPE VI Revitalization Grants which will be awarded by the Department of Housing and Urban Development pursuant to the Super Notice of Funding Availability for HUD’s Housing, Community Development, and Empowerment Programs dated February 26, 1999; and

WHEREAS, the Metropolitan Development and Housing Agency and the Metropolitan Government of Nashville Davidson County are in a position to prepare a very competitive application for a HOPE VI Revitalization grant for the Preston Taylor Homes community; and

WHEREAS, the purpose of the Department of Housing and Urban Development’s HOPE VI program is to provide revitalization grants to public housing agencies to improve the living environment for residents of severely distressed public housing projects; and

WHEREAS, the Metropolitan Development and Housing Agency has previously prepared the applications for and has administered or coordinated the implementation of federal housing and community/economic development programs; and

WHEREAS, the Metropolitan Development and Housing Agency previously successfully applied for and received a HOPE VI grant for the Vine Hill Homes community in the South Nashville Enterprise Community; and

WHEREAS, the public and agency participation process, a site plan for the redeveloped Preston Taylor Homes community, a social service delivery plan, and any related federal application requirements must be completed in time to submit the HOPE VI application to the Department of Housing and Urban Development on or before May 27, 1999:

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. That the Metropolitan Development and Housing Agency is hereby supported by the Metropolitan Government of Nashville Davidson County in their preparation and implementation of a HOPE VI grant application for the Preston Taylor Homes community.

Section 2. That all Metropolitan Departments and agencies are requested to fully participate, as needed, in this process and to assist in the preparation and implementation of the HOPE VI application.

Section 3. That the Davidson County delegation of the Tennessee General Assembly is requested to seek the full cooperation of appropriate state agencies in the process.

Section 4. That this resolution shall take effect from and after its enactment, the welfare of the Metropolitan Government of Nashville Davidson County requiring it.

AMENDMENT NO. 1

TO

RESOLUTION NO. R99-1553

Mr. President:

I move to amend Resolution No. R99-1553 by adding the following provisions to Section 1 thereof:

"The Metropolitan County Council requests, in support of the proposal and implementation of this HOPE VI Revitalization Grant, that the Metropolitan Development and Housing Agency provide monthly reports on minority participation in this project, with a stated goal of thirty (30) to thirty-five (35) percent participation, with said report being filed with the Federal Grants Review Committee of the Council. Further, that the Metropolitan Development and Housing Agency shall use its best efforts to encourage and promote homeownership in this project to improve the Preston Taylor Homes community."
