RESOLUTION NO. R99-1437

A resolution honoring Cynthia Black as the H. C. Hardy "Volunteer of the Year" for 1998 for the Metro Beautification and Environment Commission.

WHEREAS, the "Volunteer of the Year" award is named after H. C. Hardy, former commissioner, who provided outstanding leadership to the Commission and the community during his tenure on the Beautification Commission during the 1980's and early 1990's; and

WHEREAS, Cynthia Black has represented Council District 22 on the Beautification Commission since 1996 and currently serves as Chairman of the Education Committee; and

WHEREAS, Ms. Black is an organizer, a motivator, effective in school work, in the community and on the Commission; and

WHEREAS, Ms. Black is a caretaker of her neighborhood, R.U.N. (Robertson, Urbandale and the Nations) organizing neighborhood cleanups, Nashville Night Out activities and maintaining a working relationship with the Metro Council members; and

WHEREAS, Ms. Black is known throughout the community as "Cotton Candy" the clown who delights children at birthday parties, neighborhood events and teaches children about the proper placement of solid waste; and

WHEREAS, Ms. Black organizes projects with schools, scouts and neighborhoods to promote a clean environment; and

WHEREAS, it is fitting and proper that the Metropolitan Council honor Cynthia Black for her effort to provide for a cleaner and healthier environment.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY.

SECTION 1. The Metropolitan County Council hereby goes on record as honoring Cynthia Black as being named H. C. Hardy "Volunteer of the Year" for 1998 for the Metro Beautification and Environment Commission.

SECTION 2. The Metropolitan Council Staff Office is requested to prepare a certificate to be presented to Cynthia Black.

SECTION 3. This Resolution shall take effect from and after its passage, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
