RESOLUTION NO. R99-1390

A resolution urging Nashville Electric Service to install the lines that are scheduled to be installed along Sharondale Drive underground rather than on utility poles.

WHEREAS, the Nashville Electric Service (NES) plans construction of a Central Power Loop of super high energy power lines around the core of Nashville; and

WHEREAS, Part of Phase I of this 20-year plan, which will connect the Craighead and Sharondale electric substations, is slated to be placed in the Battlemont District/Green Hills/Woodmont East/Sunnyside neighborhoods along Interstate 440; and

WHEREAS, NES has stated that placement of the high power loop along Interstate 440 will require the displacement of an existing 69kV line currently in that location; and

WHEREAS, NES apparently plans to relocate the displaced line to Sharondale Drive, which runs parallel to Interstate 440, and has indicated that it prefers to place the line on new utility poles that will be placed in the right-of-way along Sharondale Drive; and

WHEREAS, the citizens of Nashville, Tennessee have serious concerns regarding the issues of health, safety, aesthetics, scenic and historic value, impact on the environment, and property values as they pertain to the installation of super high energy power lines into a residential area; and

WHEREAS, NES has stated that the relocated 69kV line can be buried under Sharondale Drive, although such location of the line underground will cost more than placement of the line on utility poles; and

WHEREAS, more than 75 residents of the Sharondale Drive area recently met in an public meeting and unanimously agreed that the relocated 69kV line should be placed underground rather than on utility poles; and

WHEREAS, citizens expect politically-appointed entities such as citizens advisory committees and publicly-owned utility companies to make responsible decisions concerning the community’s future; and

WHEREAS, the CAC is scheduled to select the final route recommendation for the relocated 69kV line at the next NES/CAC meeting on January 28, 1999.

NOW, THEREFORE, BE IT RESOLVED THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

SECTION 1. That the Metropolitan County Council hereby goes on record as requesting Nashville Electric Service to bury the 69kV line that will be displaced by the proposed high capacity power loop under Sharondale Drive rather than placing it on large utility poles.

SECTION 2. Further, that NES give all citizens an opportunity to express their concerns about this construction project either at the January 28, 1999, NES/CAC meeting, or at another public hearing.

SECTION 3. The Metropolitan Clerk is directed to send a certified copy of this Resolution to each member of the Nashville Electric Service Power Board.

SECTION 4. This Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
