RESOLUTION NO. R98-1236
A resolution urging the Mayor and Department of Public Works to re-establish the Metropolitan Government in-house recycling program.
WHEREAS, the Metropolitan Government has, for many years, operated an in-house recycling program that reclaimed many types of waste materials and prevented them from entering the waste stream; and
WHEREAS, the Metropolitan Government has an obligation to set an example for the public by establishing responsible policies to reduce, reuse and recycle waste materials; and
WHEREAS, the Metropolitan Department of Public Works has shirked this responsibility by unilaterally deciding to abolish the Metro in-house recycling program; and
WHEREAS, maintaining an in-house recycling program demonstrates that the Metropolitan Government recognizes the responsibility of all people to be responsible stewards of the Earth; and
WHEREAS, it is the will of the Metropolitan Council that the Metro in-house recycling program be re-established, thus demonstrating that the Metropolitan Government has not completely abandoned all concern for the environment.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:
SECTION 1. That the Metropolitan County Council hereby goes on record as urging the Mayor and the Department of Public Works to re-establish the in-house recycling program.
SECTION 2. That the Department of Public Works is further requested to report back to the Metropolitan Council on the status of the in-house recycling program not later than December 15, 1998.
Further, that the Department of Public Works shall report to the Metropolitan Council by December 15, 1998, on the status of all county-wide recycling efforts, including, but not limited to, curbside recycling, the location of recycling drop-off sites and whether any such sites have been eliminated and/or relocated, the pilot blue-bag recycling program, and efforts to facilitate recycling for businesses and residents in the central core business district.
SECTION 3. The Metropolitan Clerk is directed to send a certified copy of this Resolution to the Metropolitan Mayor and to the Director of Public Works.
SECTION 4. This Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.

AMENDMENT NO. 1
TO
RESOLUTION NO. R98-1326
Mr. President:
I move to amend Resolution No. R98-1326 by amending Section 2 thereof by adding the following paragraph:
"The Division of Solid Waste of the Department of Public Works is further requested to schedule a meeting with the Public Works Committee of the Metropolitan Council to present a status report on all solid waste activities, such meeting to be held within the next thirty (30) days."
