RESOLUTION NO. R98-1273

 A resolution creating a task force to assess and recommend an improved storm water management program for Metropolitan Government.

 WHEREAS, the effective management and control of storm water flow and solutions to frequent flooding in areas of the Metropolitan Government is a vital concern to the Metropolitan County Council:

WHEREAS, there needs to be a thorough assessment of current storm water related problems; and

WHEREAS, the current response and program Department of Public Works relating to storm water management should be evaluated and reviewed; and

WHEREAS, an improved and effective storm water management program for Metropolitan Government should be developed to address flooding and storm water flow and abatement within the entire area of Metropolitan Government; and

WHEREAS, it is fitting and proper to provide for such program that a task force be created to recommend to the Metropolitan County Council an improved storm water management program.

NOW, THEREFORE, BE IT RESOLVED BY THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

SECTION 1. There is hereby created a task force to assess the current storm water management program of the Metropolitan Government and to recommend an improved storm water management program for Metropolitan Government, including the recommendation of proposed legislation necessary to implement such program.

SECTION 2. This task force shall be composed of twelve members to be appointed as follows:

a. The present chair and the immediate past chair of the Public Works Committee of the Council shall be members.

b. The present chair of the Budget & Finance and Parks, Library, Recreation and Auditorium Committees of the Council shall be members.

c. Eight persons appointed by the Vice Mayor from a list of persons nominated by the present chair and the immediate past chair of the Public Works Committee of the Council shall be members. Such persons so nominated shall be representative of frequently flooded homeowners, large commercial property owners, small commercial property owners, business and community leaders, developers, home builders, and such other groups as may be determined by the persons making the nominations.

SECTION 3. The Department of Public Works shall provide necessary staffing for the task force with such assistance as may be necessary from the Department of Finance and the Department of Law.

SECTION 4. The task force shall elect its own officers and the first meeting of such task force shall be called and presided over by the current chair of the Public Works Committee.

SECTION 5. The task force shall work diligently to complete its assigned task and may make preliminary reports to the Council. A final report to the Council shall be filed upon the completion of its assessment and study which shall include any proposed legislation that may be necessary to implement an improved storm water management program.

SECTION 6. This Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.

AMENDMENT NO. 1

TO

RESOLUTION NO. R98-1273

Mr. President:

I move to amend Resolution No. R98-1273 by amending Section 2 by deleting the phrase "twelve members" and substituting in lieu thereof the phrase "fifteen members".

And further, by amending Paragraph C of Section 2 by deleting the phrase "Eight persons" and substituting in lieu thereof the phrase "Eleven persons".
