ORDINANCE NO. BL2005-845
An ordinance naming the proposed plaza in front of the Metropolitan Courthouse in honor of Richard H. Fulton.
WHEREAS, Richard H. Fulton served as the Metropolitan County Mayor of the Metropolitan Government of Nashville and Davidson County from 1975 through 1987, being the second Metropolitan County Mayor elected after the creation of the consolidated government; and
WHEREAS, Mayor Fulton began his public service career as a Senator in the Tennessee General Assembly, serving from 1958 to 1960; and
WHEREAS, Mayor Fulton was elected to the U.S. House of Representatives, serving seven terms beginning in 1962 and ending in 1975; and
WHEREAS, as a member of Congress from a southern state, Mayor Fulton cast a critical yes vote resulting in the adoption of the Civil Rights Act of 1964; and
WHEREAS, through
his leadership as Mayor of the Metropolitan Government, Mayor Fulton instituted
numerous programs and activities for downtown development, including construction
of the Nashville Convention Center, Riverfront Park, and the first use of tax
increment financing through the Metropolitan Development and Housing Agency;
and
WHEREAS, Mayor Fulton improved the quality of life for all residents in the
creation of the Arts Commission, the Historical Zoning Commission, the construction
of nine new community centers and the opening of 21 new parks within the area
of the Metropolitan Government, and the creation of eleven residential historic
neighborhoods under the National Register of Historical Places; and
WHEREAS, during his administration as Mayor, the John C. Tune Airport opened in Cockrill Bend in 1986, and he initiated an extensive sewer extension program making sewers available to a large percentage of the area of Metropolitan Government, allowing for orderly growth, creation of jobs, and an improved economy; and
WHEREAS, Mayor Fulton is a former President of the United States Conference of Mayors, an organization comprised of the mayors of the largest cities in the United States; and
WHEREAS, it is fitting and proper that Mayor Richard H. Fulton be recognized for his distinguished public service career by naming the proposed plaza in the front of the Metropolitan Courthouse in his honor.
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:
Section 1. That the proposed plaza in front of the Metropolitan Courthouse is hereby named the "Richard H. Fulton Plaza".
Section 2. This Ordinance shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
