ORDINANCE NO. BL2003-22
An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning
Ordinance of The Metropolitan Government of Nashville and Davidson County,
by applying the IO district to various properties located between Belmont
Boulevard and Lealand Lane, and along both margins of Granny White Pike,
(98.05 acres), all of which is described herein (Proposal No. 2002Z-051U-10).
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT
OF NASHVILLE AND DAVIDSON COUNTY:
Section 1. That Title 17 of the Code of Laws of The Metropolitan Government of Nashville and Davidson County, is hereby amended by changing the Official Zoning Map for Metropolitan Nashville and Davidson County, which is made a part of Title 17 by reference, as follows:
By applying the IO district to various properties located between Belmont
Boulevard and Lealand Lane, and along both margins of Granny White Pike, (98.05
acres), being more particularly described as various Property Parcel Nos. as
designated on Map 117-16, Property Parcel No. 64 as designated on Map 118-13,
and Property Parcel Nos. 2 and 3 as designated on Map 131-04 of the Official
Property Identification Maps of The Metropolitan Government of Nashville and
Davidson County, all of which is described by lines, words and figures on the
attached sketch, which is attached to and made a part of this ordinance as
though copied herein.
Section 2. Be it further enacted, that the Metropolitan Clerk is hereby authorized
and directed, upon the enactment and approval of this ordinance, to cause
the change to be made on Sheet Nos. 117, 118 and 131 of said Official Zoning
Map for Metropolitan Nashville and Davidson County, as set out in Section
1 of this ordinance, and to make notation thereon of reference to the date
of passage and approval of this amendatory ordinance.
Section 3. Be it further enacted, that this ordinance take effect immediately after its passage and such change be published in a newspaper of general circulation, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.

Amendment No. 1
To
Ordinance No. BL2003-22
Mr. President:
I move to amend Ordinance No. BL2003-22 as follows:
1. Add the words “Part of” before “Property Parcel No. 64
as designated on Map 118-13” in Section 1 of the bill.
2. Delete “98.05 acres” from the caption and Section 1 and replace
it with “86.52 acres”.
3. Replace the existing Lipscomb University Master Plan exhibit with the new
Lipscomb University Master Plan exhibit dated November 4, 2003, attached hereto.
4. Add the following traffic conditions, as required by the Metro Traffic Engineer:
· Lipscomb University shall dedicate, if necessary, additional ROW along
Belmont, Shackleford and Granny White property frontage to allow future widening
of
these roads to 3 lanes. Granny White is classified as a U2 arterial and Shackleford
and Belmont are classified as collector roads.
· Upon construction of the campus drive at the Glen Echo/Belmont Blvd., the University shall install a southbound left turn lane, with a storage length of 75 feet and transition per AASHTO standards, on Belmont and a left turn and through/ right turn lanes on the campus drive. Install signal modification and video detection equipment on the campus drive approach. Install pedestrian signals and facilities per ADA standards. This mitigation shall be required at the time of construction of the new campus driveway.
· Install
southbound, and westbound left turn lane with 75 ft storage with transition
per AASHTO
on Granny White at Caldwell Lane. This improvement
shall be installed at the time of construction of the Caldwell Lane parking
structure, if supported by analysis of traffic data.
· Install southbound left turn lane as recommended in the November 2003,
TIS addendum at the Campus school driveway on Granny White. This improvement
shall be installed prior to any future development.
· A pedestrian
connection crossing Granny White shall be installed opposite the Brewer Tower
axis.
· The method of forecasting the campus parking requirements is approved.
· Per MPC Resolution No. 2003-322, it will be required that the university
conduct traffic analysis when construction occurs to ascertain that adequate
campus
parking is maintained and to determine any impact contributed by the University
on the level of service of area intersections and on the efficient and safe
traffic operation on adjacent arterial and collector streets.
