ORDINANCE NO. BL2002-1186

An ordinance authorizing the approval of grants requiring Council approval via resolution.


WHEREAS, Metropolitan Council approval by resolution, instead of ordinance, of grants will expedite the approval of grant funds; and

WHEREAS, the current process does not allow for an expeditious approval process for grants in some cases discouraging departments seeking grant funds, thereby decreasing the volume of grant dollars awarded to Metropolitan Government; and

WHEREAS, an independent consultant made a number of recommendations including the establishment of a process for the approval of grants via resolution rather than ordinance to expedite program implementation, consume less Council time, and secure more grant awards; and

WHEREAS, the Division of Grants Coordination in the Department of Finance has been established to provide extensive review of grants prior to presentation to Council to ensure that grant opportunities receive the fiscal and programmatic considerations necessary for sound management of public resources.

NOW, THEREFORE BE IT ENACTED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. All grant awards, requiring Council approval may be approved by Council through resolution.

Section 2. This ordinance shall take effect from and after its passage, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
