ORDINANCE NO. BL2002-1175

An ordinance authorizing the Police Department of The Metropolitan Government of Nashville and Davidson County to receive the Lost Child Alert Technology Resource from the National Center for Missing and Exploited Children.

WHEREAS, the National Center for Missing and Exploited Children (NCMEC), under the terms of a cooperative agreement with the United States Department of Justice, has been given the authority to develop and deliver standardized technology, technical assistance and support to law enforcement agencies to aid in the recovery of missing children; and

WHEREAS, NCMEC launched the Lost Child Alert Technology Resource (LOCATER), an advanced computer system with software that contains templates to create and quickly disseminate posters to advertise such things as missing persons, wanted persons, crime alerts and reward notices; and

WHEREAS, funds from a Congressional grant enable NCMEC to offer LOCATER at no cost to Law Enforcement Agencies that are responsible for investigating missing children; and

WHEREAS, NCMEC will provide to the Metropolitan Police Department the computer hardware, software and support services necessary for the operation of LOCATER without expense to the Metropolitan Government; and

WHEREAS, it is deemed to be in the best interest of the Metropolitan Government to authorize the Metropolitan Police Department to enter into a cooperative agreement with NCMEC for the acceptance of the LOCATER program.

NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. That the Police Department of The Metropolitan Government of Nashville and Davidson County is hereby authorized to accept the LOCATER program from NCMEC.

Section 2. This ordinance shall take effect from and after its passage, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
