ORDINANCE NO. BL2002-1115

An ordinance approving the development of low-rent scattered site housing.

WHEREAS, the Metropolitan Development and Housing Agency is planning the development of scattered site low rent public housing in accordance with the U. S. Department of Housing and Urban Development replacement housing program; and

WHEREAS, the Metropolitan Government of Nashville and Davidson County has entered into a Cooperation Agreement with the Metropolitan Development and Housing Agency for support of up to two hundred (200) units of housing, being authorized to do so by Resolution No. R-92-288 adopted by the Metropolitan Council on June 16, 1992; and

WHEREAS, the Metropolitan Development and Housing Agency proposes to build nineteen (19) units of housing primarily as duplexes to be located on Agency owned property in the vicinity of the Preston Taylor Hope VI Redevelopment Project in Nashville; and

WHEREAS, the proposed sites have been reviewed by the Metropolitan Planning Commission and are consistent with provisions of the General Plan for Nashville and Davidson County; and

WHEREAS, the objectives of the U. S. Department of Housing and Urban Development replacement housing program are to provide decent, safe, sanitary housing for persons of low-income in "neighborhood" rather than "project" settings; to improve the quality of housing in the neighborhoods where the new housing units are proposed; to eliminate problems associated with vacant lots by building new housing; and to provide construction jobs and contribute to the local economy; and

WHEREAS, this proposal was reviewed and considered by this Council and a public hearing duly advertised and held in accordance with Section 13-20-104, Tennessee Code Annotated.

NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE METROPLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. That the proposed development of low rent housing for which support was authorized by Resolution R-92-288 is hereby approved and will be located on the Metropolitan Development and Housing Agency owned sites of: 4005-4007 Michigan Avenue (Davidson County Map 91-8, Parcels 311 and 331), 807-811 40th Avenue North (Davidson County Map 92-9, Parcels 317-319), 3548 Georgia Avenue (Davidson County Map 92-9, Parcel 40), vacant property at Georgia and Indiana Avenues (Davidson County Map 92-9, Parcels 41 through 50) in the vicinity of the Preston Taylor HOPE VI Redevelopment Project.

Section 2. That construction of the replacement housing shall be undertaken by the Metropolitan Development and Housing Agency in consultation with the U. S. Department of Housing and Urban Development and the staff of the Metropolitan Planning Commission with due consideration also given to the comments and suggestions made at the public hearing on the development.

Section 3. That this Ordinance shall take effect from and after its passage, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
