ORDINANCE NO. O99-1819

An ordinance approving a grant contract for $400,000 from the U.S. Department of Health and Human Services to the Metropolitan Government through the Office of Emergency Management for the development of a Metropolitan Medical Response System to manage human health consequences of a terrorist incident.

Whereas, the National Defense Authorization Act for Fiscal Year 1997 charged the Public Health Service of the United States Department Health and Human Services with the job of assisting twenty cities with the development of plans for responding to the health and medical consequences of a terrorist incident involving weapons of mass destruction (i.e. nuclear, biological or chemical weapons); and

Whereas, Nashville is one of the twenty cities that the Public Health Services is mandated to assist; and

Whereas, the Public Health Services has allocated $400,000 to assist in the planning for Metropolitan Nashville and has developed a contract to accompany the award of funds; and

Whereas, it is in the best interest of The Metropolitan Government of Nashville and Davidson County to enter into the contract and accept the funding to develop a Metropolitan Medical Response System within 18 months.

Now, therefore, be it enacted by the Council of The Metropolitan Government of Nashville and Davidson County:

Section 1. That the grant/contract from the Public Health Service Department of Health and Human Services to The Metropolitan Government of Nashville and Davidson County through the Office of Emergency Management for $400,000 for the planning and development of a Metropolitan Medical Response System to manage human health consequences of a terrorist incident is hereby approved and the Metropolitan Mayor is hereby authorized to execute the grant/contract.

Section 2. That any amendment to the grant/contract may be approved by resolution of the Metropolitan Council receiving twenty-one (21) affirmative votes.

Section 3. That this ordinance shall take effect from and after its passage, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
