Metropolitan Council Meeting

The Metropolitan Council met in regular session on this date at 6:30 p.m. in the Metropolitan Courthouse.

The invocation was offered by Councilman Steve Glover.

The Metropolitan Council gave the pledge of allegiance to the American Flag.

Reappointment of Mr. Joseph DeMartini for a term expiring January 1, 2022. The Rules, Confirmations, and Public Elections Committee recommended the reappointment. Ms. Haywood moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

BILL NO. BL2017-938

An ordinance amending Section 17.20.120 of the Metropolitan Code of Laws, pertaining to sidewalks, to establish an exemption for religious institutions in the General Services District within prescribed settings (Proposal No. 2017Z-023TX-001). The bill was disapproved by the Planning Commission. Mr. Glover moved to defer the bill indefinitely, which motion was seconded and approved by a voice vote of the Council.

BILL NO. BL2018-1045

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from RS15 to SP zoning for property located at Earhart Road (unnumbered), approximately 1,000 feet south of John Hagar Road, (69.76 acres), to permit up to 146 single-family lots and 18 single family attached lots, all of which is described herein (Proposal No. 2016SP-062-001). The bill was approved by the Planning Commission with conditions, disapproved without. Mr. Glover requested a hearing from the public on this bill which had been previously advertised. The President asked if anyone desired to be heard for or against the bill and citizens were heard in favor of and in opposition to passage of the bill. An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from IWD to MUN-A zoning on properties located at 1200 Baptist World Center Drive and Spurgeon Avenue (unnumbered), approximately 235 feet northwest of Napoleon Street (0.54 acres), all of which is described herein (Proposal No. 2017Z-118PR-001). The bill was approved by the Planning Commission. Mr. Hastings requested a hearing from the public on this bill which had been previously advertised. An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by applying a Contextual Overlay on various properties located along Riverside Drive, Porter Road, Creighton Avenue, Carter Avenue, Mckennell Drive, Greenwood Avenue and Peerman Drive, southeast of the intersection of Cahal Avenue and Porter Road, zoned R10, R6 and SP (43.71 acres), all of which is described herein (Proposal No. 2018Z-020PR-001). CONSENT AGENDA RESOLUTIONS

RESOLUTION NO. RS2018-1058

A resolution approving an application for a Socket to Litter Grant from the State of Tennessee, Department of Transportation, to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Nashville General Services Department, to propose a multi-faceted solution to on-going litter issues due to the heavy use and lack of waste containers at the Commons at the Crossings. The resolution was approved by the Budget and Finance Committee.

RESOLUTION NO. RS2018-1059

A resolution authorizing the Metropolitan Department of Law to compromise and settle the personal injury claim of Angela Roland against the Metropolitan Government of Nashville and Davidson County in the amount of $27,000, and that said amount be paid out of the Self-Insured Liability Fund. The resolution was approved by the Budget and Finance Committee.

RESOLUTION NO. RS2018-1060

A resolution accepting a grant from the State of Tennessee, Department of Health, to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Board of Health, to provide public health activities to enhance the health and well-being of women, infants, and families by improving community resources and service delivery systems available to them. The resolution was approved by the Budget and Finance and Health, Hospitals, and Social Services Committees.

RESOLUTION NO. RS2018-1061

A resolution approving a grant from Adrian Budnick and community members to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Board of Health, to provide emergency medical care for animals at Metro Animal Care and Control. The resolution was approved by the Budget and Finance and Health, Hospitals, and Social Services Committees.

RESOLUTION NO. RS2018-1063

A resolution approving a contract between The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Board of Health, and East Tennessee State University to provide clinical experience opportunities for its students. The resolution was approved by the Health, Hospitals, and Social Services Committee.

RESOLUTION NO. RS2018-1065

A resolution approving a letter of agreement between The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Board of Health, and the Tennessee Breast and Cervical Screening Program (TBCSP) to seek reimbursement from (TBCSP) for cervical cancer screenings. The resolution was approved by the Health, Hospitals, and Social Services Committee.

RESOLUTION NO. RS2018-1066

A resolution accepting a grant from Greenways for Nashville to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Nashville Parks and Recreation Department, to provide funding in support of the I-440 Greenway Construction Project from Elmington Park to Oman Street. The resolution was approved by the Budget and Finance and Parks, Library, and Recreation Committees.

RESOLUTION NO. RS2018-1069

A resolution accepting a grant from the Tennessee Highland Rim Health Care Coalition to The Metropolitan Government of Nashville and Davidson County, acting by and through the Nashville Fire Department, for the purchase of battery operated remote lighting and rescue stretchers. The resolution was approved by the Budget and Finance and Public Safety, Beer, and Regulated Beverages Committees.

RESOLUTION NO. RS2018-1070

A resolution approving an application for a Hazardous Materials Emergency Preparedness Grant from the State of Tennessee, Tennessee Emergency Management Agency, to The Metropolitan Government of Nashville and Davidson County. The resolution was approved by the Budget and Finance and Public Safety, Beer, and Regulated Beverages Committees.

RESOLUTION NO. RS2018-1071

A resolution approving an application for a Special Litter Grant from the State of Tennessee, Department of Transportation, to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Nashville Public Works Department, to propose community based litter education and neighborhood cleanups targeting all ages. The resolution was approved by the Budget and Finance and Public Works Committees.

RESOLUTION NO. RS2018-1072

A resolution approving an application for a Flood Mitigation Assistance Grant from the State of Tennessee, Tennessee Emergency Management Agency, to The Metropolitan Government of Nashville and Davidson County, acting by and through the Department of Water and Sewerage Services, for flood mitigation. The resolution was approved by the Budget and Finance and Public Works Committees.

RESOLUTION NO. RS2018-1073

A resolution authorizing Drury Nashville, LLC to construct and install an aerial encroachment at 300 Korean Veterans Boulevard (Proposal No.2018M-003EN-001). The bill was approved by the Planning Commission, Planning, Zoning, and Historical and Public Works Committees.

RESOLUTION NO. RS2018-1074

RESOLUTION NO. RS2018-1078

RESOLUTION NO. RS2018-1048

A resolution accepting a grant from Boulevard Bolt, Inc. to The Metropolitan Government of Nashville and Davidson County for the use and benefit of the Metropolitan Nashville Social Services Commission to benefit the How’s Nashville program to aid homelessness. The resolution was approved by the Budget and Finance Committee. The Health, Hospitals, and Social Services Committee recommended deferment.

RESOLUTION NO. RS2018-1049

A resolution accepting a grant from the Dorothy Cate and Thomas F. Frist Foundation to The Metropolitan Government of Nashville and Davidson County for the use and benefit of the Metropolitan Nashville Social Services Commission in support of the How’s Nashville fund.
