Metropolitan Council Meeting
Tuesday, September 25, 2007


The Metropolitan Council met in special session on this date at 6:00 p.m. in the Metropolitan Courthouse.

The invocation was offered by Reverend Kaki Friskics-Warren.

The Metropolitan Council gave the pledge of allegiance to the American Flag.

The roll was called and the following members were present during the progress of the meeting: Garrett, Barry, Tygard, Steine, Maynard, Matthews, Harrison, Hunt, Craddock, Jameson, Cole, Bennett, Forkum, Ryman, Jernigan, Gotto, Burch, Stanley, Claiborne, Page, Moore, Durbin, Gilmore, Baker, Langster, Evans, Holleman, McGuire, Adkins, Foster, Dominy, Wilhoite, Hodge, Toler, Duvall, Todd, Mitchell and President Neighbors (38); Absent: Murray, Crafton, Coleman (3).

- MAYOR’S MESSAGE -

Mayor Karl Dean addressed the Metropolitan Council with the following statement:

Thank you and good evening, Vice Mayor Neighbors, members of the Council, Madam Clerk, ladies and gentlemen. First, let me thank you for the invitation to address you tonight and once again congratulate each of you on your election to the Metro Council.

This is a historic night. Tonight, for the first time in Metro Government the Council will be presided over by a woman. Our new vice mayor possesses the experience, temperament and solid judgment I know she will need to lead this new council through the many opportunities and challenges that are before us. Congratulations, Vice Mayor Neighbors.

We are in a unique position right now. There is so much momentum in this city. For the past several years we have seen thousands of new jobs come to Nashville, our downtown come back to life, our neighborhoods improve with less crime – much of this because of the hard work of the people in this room. But it’s not enough. We need to take advantage of our momentum and work together to not only move our city forward for the next four years, but to move it to new heights.

Together, we can improve our schools so every student in Nashville receives the quality education they deserve. Together, we can make every person, in every part of town feel safe in their home and in their neighborhood. If we do these two things economic development will follow. The most effective economic incentive we can give is for Nashville is to be a great place to raise a family – and that is our goal.

Many of you I already know from my time as Law Director and from the time we spent together on the campaign trail. Others I’m looking forward to getting to know in the coming weeks.

I commit to working closely with each of you from the beginning. My goal is to be accessible. While we may not agree on everything – and we shouldn’t -- we should be able to sit down and talk about anything.

I have learned over the last year that this is a big county. As much as I will try, I will never be able to know your districts, your neighborhoods, as well as you do. So I will look to you for guidance and I ask that you do the same of me and each other.

As you know, my main focus over the next four years will be on our schools – reducing the dropout rate and making improvements to the system overall -- so that we have schools that are competitive with the school systems in our surrounding counties.

I ended my first day in office yesterday with a town hall meeting on education at Pearl-Cohn High School in Council Lady Langster’s district. Several of you were there and thank you for coming. The plan is to hold these meetings in each of the school clusters to hear the ideas and concerns of our parents, teachers and students all over the county.

I will be reaching out to you as we plan these meetings in your area. I encourage you not only to participate in the ones in or near your district, but to come to as many as you can. It is important as we work together to improve our schools, that we are all in touch with the people who are in them and most affected by them on a day-to-day basis.

In closing, I would like to acknowledge the recently appointed committee chairs and thank them for their service and leadership: Erik Cole, Sam Coleman, Anna Page, Greg Adkins, Mike Jameson, Edith Langster, Jerry Maynard, Randy Foster, Charlie Tygard, Rip Ryman, Emily Evans, Michael Craddock and Walter Hunt.

To all of you, I want to say: this is our time. This is our city. I look forward to serving with you in the years ahead.

- COMMITTEE REPORTS ON MATTERS OTHER THAN LEGISLATION -

Mr. Ryman moved that the Council adopt as temporary rules of procedure those rules in effect at the end of the last term until permanent rules are adopted, which motion was seconded and adopted by a unanimous vote of the Council.

Mr. Ryman moved that the Council adopt the following schedule for its regular meetings: the Council shall meet at 6:00 p.m. on the first Tuesday of every odd-numbered month and all other regular meetings of the Council shall be held on the first and third Tuesday of each month at 6:30 p.m. The motion was seconded and adopted by a unanimous vote of the Council.


Vice Mayor Neighbors announced that the election of a President Pro Tempore, chairs of the Planning, Zoning and Historical Committee and the Traffic and Parking Committee, and two members of the Council to the Metropolitan Audit Committee will be held at the next meeting of the Council.

- BILLS ON INTRODUCTION AND FIRST READING -

BILL NO. BL2007-1

An ordinance amending ordinance No. BL2007-1312, as amended, regarding the date of the special assessment to be levied on real property within the area of the Downtown Central Business Improvement District. Upon motion duly seconded, the bill passed first reading and was referred to the Budget and Finance Committee by a voice vote of the Council.

BILL NO. BL2007-2

An ordinance to amend the Official Street and Alley Acceptance and Maintenance Map for The Metropolitan Government of Nashville and Davidson County, by abandoning the right-of-way for Ridgefield Court (Proposal Number 2006M-089U-10). The bill was approved by the Planning Commission and Traffic and Parking Commission. Upon motion duly seconded, the bill passed first reading and was referred to the Public Works, Traffic and Parking and Planning, Zoning and Historical Committees by a voice vote of the Council.

BILL NO. BL2007-3

An ordinance readopting the Code of The Metropolitan Government of Nashville and Davidson County, Tennessee, prepared by Municipal Code Corporation including supplemental and replacement pages thereof, containing certain ordinances of a general and permanent nature enacted on or before March 20, 2007. Upon motion duly seconded, the bill passed first reading and was referred to the Rules-Confirmations-Public Elections Committee by a voice vote of the Council.
