Metropolitan Council Meeting

The Metropolitan Council met in regular session on this date at 7:00 p.m. in the Metropolitan Courthouse.

The invocation was offered by Councilman Erik Cole.

The Metropolitan Council gave the pledge of allegiance to the American Flag.

The Minutes of the adjourned meeting of June 12, 2007, were approved.

Ms. Neighbors moved that at the adjournment of this meeting, the Council adjourn to Tuesday, June 26, 2007, at 7:00 pm for the purpose of considering the proposed annual operating budget and tax levy ordinances (BL2007-1398 and BL2007-1399) on third and final reading, along with any other matters that the President deems appropriate for consideration at that time. The motion was duly seconded and adopted.

Airport Authority
Reappointment of Mr. Jack Bovender for a term expiring June 4, 2011. Without objection, the nomination was deferred.

Convention Center Commission
Reappointment of Ms. Lethia Mann for a term expiring June 7, 2010. The Rules-Confirmations-Public Elections Committee recommended the reappointment and Ms. Neighbors moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Reappointment of Dr. Aldorothy Wright for a term expiring June 7, 2010. The Rules-Confirmations-Public Elections Committee recommended the reappointment and Ms. Neighbors moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Emergency Communications District Board
Appointment of Mr. Charles Harvison for a term expiring February 14, 2008. Mr. Havison will fill the unexpired term of Mr. Ron Filson as School District 1 representative. The Rules-Confirmations-Public Elections Committee recommended the appointment and Ms. Neighbors moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council

Historic Zoning Commission
Reappointment of Ms. Barri Bernstein for a term expiring June 1, 2012. The Rules-Confirmations-Public Elections Committee recommended the reappointment and Ms. Neighbors moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Transit Authority
Reappointment of Ms. Gail Carr Williams for a term expiring May 1, 2012. The Rules-Confirmations-Public Elections Committee recommended the reappointment and Ms. Neighbors moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council with Councilman Adkins “Abstaining.”

Transportation Licensing Commission
Appointment of Mr. Duane McCray for a term expiring April 30, 2008. Mr. McCray will fill the unexpired term of Ms. Gladys Lozada. The Rules-Confirmations-Public Elections Committee recommended the appointment and Ms. Neighbors moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

RESOLUTION NO. RS2007-2008

A resolution appropriating to certain accounts for the benefit of the Office of the Trustee, Transportation Licensing Commission and W. O. Smith Music School in the amount of One Million One Hundred Eighty Seven Thousand Dollars ($1,187,000) from designated and undesignated fund balances of the General Fund of the General Services District, increased revenue sources, and from other sources. Mr. Ryman offered a substitute resolution and moved that it be accepted for filing and no objection was made.

RESOLUTION NO. RS2007-2009

Initial resolution determining to issue general obligation bonds of The Metropolitan Government of Nashville and Davidson County in an aggregate principal amount not to exceed Two Hundred Seventeen Million Two Hundred Sixty-Two Thousand Forty-Three ($217,262,043) Dollars to be financed by the ad valorem levy on property in the General Services District and in an aggregate principal amount of Twenty-Three Million Three Hundred Fifty-Seven Thousand Eight Hundred Twenty-Five ($23,357,825) Dollars to be financed by the ad valorem levy on property in the Urban Services District. The Budget and Finance Committee recommended deferment of the resolution with an amendment. Mr. Ryman moved to defer the resolution, which motion was seconded and adopted by a voice vote of the Council.

RESOLUTION NO. RS2007-2010

A resolution authorizing and providing for the issuance and sale of bond anticipation notes in an amount not to exceed Four Hundred Million Dollars in the form of commercial paper of The Metropolitan Government of Nashville and Davidson County (Tennessee); authorizing and providing for a dealer agreement, issuing and paying agency agreement, and standby note purchase agreement; and providing for certain other matters related thereto.
