Council Meeting

The Metropolitan Council met in regular session on this date at 7:00 p.m. in the Metro City Hall.
The invocation was offered by Councilman Buck Dozier.
The Metropolitan Council gave the pledge of allegiance to the American Flag.
The roll was called and the following members were present during the progress of the meeting: Dozier, Neighbors, Tucker, Briley, Dread, Gilmore, Isabel, Hughes, Craddock, Murray, Jameson, Cole, Hart, Forkum, Ryman, Brown, Gotto, Burch, White, Loring, McClendon, Greer, Hausser, Wallace, Walls, Whitmore, Crafton, Whitson, Summers, Shulman, Adkins, Foster, Alexander, Wilhoite, Kerstetter, Toler, Coleman, Bradley, Williams, Tygard and President Gentry (41).
Notice was given by the President of three vacancies on the Industrial Development Board of the Metropolitan Government, which vacancies by law are to be filled by the Council. Nominations will be taken at the meeting of October 21, 2003, and an election held to fill the vacancies on November 4, 2003.
Ms. McClendon, Chair of the Rules-Confirmations-Public Elections Committee, moved that the Council adopt as temporary rules of procedure those rules in effect at the end of the last term until permanent rules are adopted, which motion was seconded. Mr. Wallace moved to amend the motion by amending the wording of Rule No. 2, which motion was seconded. Mr. Briley moved to table the motion to amend, which motion was seconded and adopted by a roll call vote of the Council. Mr. Briley called for the previous question, which motion was seconded and adopted by a voice vote of the Council. The matter recurred on the motion to adopt temporary rules of procedure, which motion was adopted by a voice vote of the Council. Ms. McClendon announced that any member who would like to submit amendments or revisions to the temporary rules should provide the Council Office with such amendments or revisions prior to the next meeting, for distribution and consideration by the Rules-Confirmations-Public Elections Committee.
Ms. McClendon moved to incorporate into these minutes the 2003-2004 committee assignments and committee chair appointments, which motion was seconded and adopted by a voice vote of the Council. (See final page of minutes for committee listings.)
Mr. Greer moved that the election of a President Pro Tem and chairs of the
Planning, Zoning and Historical Committee and the Traffic and Parking Committee
be deferred to the next regular meeting of the Council, which motion was seconded
and adopted by a voice vote of the Council.
- ELECTIONS AND CONFIRMATIONS -
Director of Finance
Appointment of Mr. David L. Manning for term set by Charter. The Rules-Confirmations-Public
Elections Committee recommended the appointment and Ms. McClendon moved for
confirmation, which motion was seconded and adopted by a unanimous vote of
the Council.
Director of Law
Appointment of Mr. Karl Dean for term set by Charter. The Rules-Confirmations-Public
Elections Committee recommended the appointment and Ms. McClendon moved for
confirmation, which motion was seconded and adopted by a unanimous vote of
the Council.
Agricultural Extension Board
Reappointment of Mr. Lelan Statom to the Agricultural Extension Board for a
term expiring August 1, 2006. The Rules-Confirmations-Public Elections Committee
recommended the appointment and Ms. McClendon moved for confirmation, which
motion was seconded and adopted by a unanimous vote of the Council.
Community Corrections Advisory Board
Reappointment of Ms. Mary Freeman to the Community Corrections Advisory Board
for a term expiring August 31, 2005. The Rules-Confirmations-Public Elections
Committee recommended the appointment and Ms. McClendon moved for confirmation,
which motion was seconded and adopted by a unanimous vote of the Council.
Reappointment of Ms. Janet Page to the Community Corrections Advisory Board for a term expiring October 1, 2005, as the nominee of the Tennessee Board of Probation and Parole. The Rules-Confirmations-Public Elections Committee recommended the appointment and Ms. McClendon moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Convention Center Commission
Appointment of Mr. Ed Stevenson to the Convention Center Commission for a term
expiring June 7, 2006. The Rules-Confirmations-Public Elections Committee
recommended the appointment and Ms. McClendon moved for confirmation, which
motion was seconded and adopted by a unanimous vote of the Council.
Electrical Examiners and Appeals Board
Appointment of Mr. Craig Pruitt to the Electrical Examiners and Appeals Board
for a term expiring February 2, 2004. The Rules-Confirmations-Public Elections
Committee recommended the appointment and Ms. McClendon moved for confirmation,
which motion was seconded and adopted by a unanimous vote of the Council.
Gas/Mechanical Examiners and Appeals Board
Reappointment of Mr. William Eatherly to the Gas/Mechanical Examiners and Appeals
Board for a term expiring August 21, 2007. The Rules-Confirmations-Public
Elections Committee recommended the appointment and Ms. McClendon moved for
confirmation, which motion was seconded and adopted by a unanimous vote of
the Council.
Board of Health
Reappointment of Ms. Margaret Behm to the Board of Health for a term expiring
July 9, 2008. The Rules-Confirmations-Public Elections Committee recommended
the appointment and Ms. McClendon moved for confirmation, which motion was
seconded and adopted by a unanimous vote of the Council.
Historical Commission
Reappointment of Mr. Robert T. Cochran III to the Historical Commission for
a term expiring August 1, 2007. The Rules-Confirmations-Public Elections
Committee recommended the appointment and Ms. McClendon moved for confirmation,
which motion was seconded and adopted by a unanimous vote of the Council.
Reappointment of Mr. Gary Everton to the Historical Commission for a term expiring August 1, 2007. The Rules-Confirmations-Public Elections Committee recommended the appointment and moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Human Relations Commission
Appointment of Ms. Nonye Ejiofor to the Human Relations Commission for a term
expiring April 18, 2006. The Rules-Confirmations-Public Elections Committee
recommended the appointment and Ms. McClendon moved for confirmation, which
motion was seconded and adopted by a unanimous vote of the Council.
Metropolitan Development and Housing Agency
Reappointment of Ms. Leslie Watkins to the Metropolitan Development and Housing
Agency for a term expiring July 1, 2008. The Rules-Confirmations-Public Elections
Committee recommended the appointment and Ms. McClendon moved for confirmation,
which motion was seconded and adopted by a unanimous vote of the Council.
Metropolitan Educational Access Corporation
Reappointment of Mr. Elliott Mitchell to the Metropolitan Educational Access
Corporation for a term expiring February 4, 2004. The Rules-Confirmations-Public
Elections Committee recommended the appointment and Ms. McClendon moved for
confirmation, which motion was seconded and adopted by a unanimous vote of
the Council.
Procurement Standards Board
Reappointment of Ms. Jennie Lemons to the Procurement Standards Board for a
term expiring July 20, 2006. The Rules-Confirmations-Public Elections Committee
recommended the appointment and Ms. McClendon moved for confirmation, which
motion was seconded and adopted by a unanimous vote of the Council.
Social Services Commission
Appointment of Mr. Glenn Carter to the Social Services Commission for a term
expiring April 3, 2004. The Rules-Confirmations-Public Elections Committee
recommended the appointment and Ms. McClendon moved for confirmation, which
motion was seconded and adopted by a unanimous vote of the Council.
Tourism and Convention Commission
Appointment of Ms. Amy Atkinson to the Tourism and Convention Commission for
a term expiring June 30, 2004. The Rules-Confirmations-Public Elections Committee
recommended the appointment and Ms. McClendon moved for confirmation, which
motion was seconded and adopted by a unanimous vote of the Council.
Appointment of Mr. Patrick Franzone to the Tourism and Convention Commission for a term expiring June 30, 2005. RESOLUTION NO. RS2003-4
A resolution requesting the State Fire Marshal and the Metropolitan Fire Marshal to study the feasibility of modifying the Fire Code provisions to require that all institutional facilities housing residents be equipped with automatic sprinkler systems, and requesting the Davidson County Delegation to the Tennessee General Assembly to introduce and enact the necessary legislation to implement such a requirement. Mr. Crafton offered a substitute resolution and moved that it be accepted for filing and no objection was made.
