The Metropolitan Council met in regular session on this date at 7:00 p.m. in the Metropolitan City Hall.
The invocation was offered by Reverend Phillip Barnette of Haywood Hills Baptist Church.
The Metropolitan Council gave the pledge of allegiance to the American Flag.
The Minutes of the adjourned meeting of June 24, 2003, were approved.

CATV Special Committee
Reappointment of Ms. Jacqueline Shrago to the CATV Special Committee for a
term expiring March 1, 2006. The Rules-Confirmations-Public Elections Committee
recommended the appointment and Mr. Greer moved for confirmation, which motion
was seconded and adopted by a unanimous vote of the Council.
Convention Center Commission
Reappointment of Mr. John Barker, Sr. to the Convention Center Commission for
a term expiring June 7, 2006. The Rules-Confirmations-Public Elections Committee
recommended the appointment and Mr. Greer moved for confirmation, which motion
was seconded and adopted by a unanimous vote of the Council.
Reappointment of Mr. Thomas H. Lee to the Convention Center Commission for a term expiring June 7, 2006. The Rules-Confirmations-Public Elections Committee recommended the appointment and Mr. Greer moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Electric Power Board
Appointment of Mr. Justin P. Wilson to the Electric Power Board for a term
expiring June 1, 2008. The Rules-Confirmations-Public Elections Committee
recommended the appointment and Mr. Greer moved for confirmation, which motion
was seconded and adopted by a unanimous vote of the Council.
Emergency Communication District
Appointment of Mr. Michael Stewart to the Emergency Communication District
for a term expiring February 14, 2005. The Rules-Confirmations-Public Elections
Committee recommended the appointment and Mr. Greer moved for confirmation,
which motion was seconded and adopted by a unanimous vote of the Council.
Human Relations Commission
Appointment of Dr. Arshi Nasseh to the Human Relations Commission for a term
expiring April 18, 2006. Without objection the confirmation was deferred.
Appointment of Father Charles Strobel to the Human Relations Commission for a term expiring April 18, 2006. At the request of the nominee, the confirmation was deferred without objection.
Reappointment of Dr. Bill Sherman for a term expiring April 18, 2006. Without objection the confirmation was deferred.
Social Services Commission
Appointment of Mr. Drake Holliday to the Social Services Commission for a term
expiring July 20, 2004. The Rules-Confirmations-Public Elections Committee
recommended the appointment and Mr. Greer moved for confirmation, which motion
was seconded and adopted by a unanimous vote of the Council.
Traffic and Parking Commission
Reappointment of Reverend Paul Durham to the Traffic and Parking Commission
for a term expiring April 3, 2008. The Rules-Confirmations-Public Elections
Committee recommended the appointment and Mr. Greer moved for confirmation,
which motion was seconded and adopted by a unanimous vote of the Council.

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from RS40 district to MUL district a portion of property at 7305 Whites Creek Pike, abutting the western margin of Whites Creek Pike, (41.5 acres), all of which is more particularly described herein (Proposal No. 2003Z-002G-01). The bill was approved by the Planning Commission. Ms. Gilmore requested a hearing from the public on this bill which had been previously advertised. by changing from R8 district to RM9 district properties at 425 and 427 A
McClellan Avenue, at the intersection of McClellan Avenue and Saindon Street,
(0.49 acres), all of which is more particularly described herein (Proposal
No. 2003Z-037U-11). The bill was disapproved by the Planning Commission.
