The invocation was offered by Reverend Enoch Fuzz of Corinth Missionary Baptist Church.
The Metropolitan Council gave the pledge of allegiance to the American Flag.

The Minutes of the regular meeting of February 4, 2003 were approved.
– ELECTIONS AND CONFIRMATIONS –
The President called for an election to fill a vacancy on the Metropolitan Board of Public Education from the 2nd School District (new 6th School District) for a term expiring August 7, 2003. The candidate previously nominated pursuant to the Rules of Procedure of the Metropolitan Council was Dr. Mebenin Awipi. Mr. Greer, Chairman of the Rules-Confirmations-Public Elections Committee, reported that the Committee had found the nominee to be qualified to fill the seat. Mr. Greer moved to elect Dr. Awipi by acclamation, which motion was seconded and unanimously adopted.

A resolution providing amendments to the Charter of The Metropolitan Government of Nashville and Davidson County, Tennessee, in accordance with Article 19, Section 19.01, and setting forth a brief description of each amendment to be placed on the ballot. (Compensation for members of the board of education.) Mr. Bogen moved to defer the resolution indefinitely, which motion was seconded and adopted by a voice vote of the Council.
A resolution requesting the Davidson County Delegation to the Tennessee General Assembly to introduce and adopt legislation that would allow the Metropolitan Government to impose further restrictions regarding uniforms worn by private security guards. A resolution approving the property at 1840 Linder Industrial Drive to be used for a waste transfer station. The Planning, Zoning and Historical Committee recommended deferment. A resolution approving an amendment to a lease agreement between Peter Bruce Ltd. and The Metropolitan Government of Nashville and Davidson County for certain real property located at 601 Mainstream Drive, Nashville, Tennessee, 37228, for use as temporary facilities for the courts at Metro Center. An ordinance amending Title 17 of the Metropolitan Code, Zoning Regulations,
by adopting Sections 17.16.110 and 17.16.210 in their entirety and that portion
of the district land use tables pertaining to waste transfer stations found
at Section 17.08.030 as currently written in the Metropolitan Code of Laws
for The Metropolitan Government of Nashville and Davidson County, as published
by the Lexis Nexis publishing group, for the purposes of designating waste
transfer stations as special exceptions. (Proposal No. 2003Z-007T). Upon
motion duly seconded, the bill passed first reading and was referred to the
Planning Commission and the Planning, Zoning and Historical Committee by
a voice vote of the Council.

BILL NO. BL2002-1021
An ordinance amending Title 17 of the Metropolitan Code, Zoning Regulations, by amending Section 17.28.040 Floodplain/floodway development standards by providing new restrictions on development in floodplains and floodways, all of which is more particularly described herein (Proposal No. 2002Z-019T). Mr. Stanley offered a substitute bill and moved that it be accepted for filing and no objection was made.
