The Metropolitan Council met in regular session on this date at 7:00 p.m. in the Metropolitan Courthouse.
The invocation was offered by Reverend Harold Henderson of St. John Missionary Baptist Church.
The Metropolitan Council gave the pledge of allegiance to the American Flag.

The Rules-Confirmations-Public Elections Committee recommended deferment of proposed amendments to the Rules of Procedure of the Metropolitan Council. Mr. Ferrell moved to defer the matter, which motion was seconded and adopted by a voice vote of the Council.

Public Education
The President called for an election to fill the
School District 2 vacancy on the Metropolitan Board of Public Education for a
term expiring August 31, 2002. Candidates for the position were: Messrs. Vern
Denney, Louis E. Morris, Jr., and Albert Bender. Mr. Bender withdrew his name
from nomination prior to the vote.

Metropolitan Action Commission
Appointment of Ms. Laura Stark to the Metropolitan Action Commission for a term expiring February 2, 2004. The Rules-Confirmations-Public Elections Committee recommended the appointment and Mr. Ferrell moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Appointment of Mr. Thomas Epperson to the Metropolitan Action Commission for a term expiring February 2, 2004. The Rules-Confirmations-Public Elections Committee recommended deferment of the appointment, which motion was seconded and adopted without objection.
Metropolitan Nashville Airport Authority
Appointment of Mr. Robert C. H. "Bert" Mathews III to the Metropolitan Nashville Airport Authority for a term expiring April 5, 2005. The Rules-Confirmations-Public Elections Committee recommended the appointment and Mr. Ferrell moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Reappointment of Mr. Steve Corbitt to the Metropolitan Civil Service Commission for a term expiring March 31, 2006. The Rules-Confirmations-Public Elections Committee recommended the appointment, and Mr. Ferrell moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Board of Fire and Building Code Appeals
Reappointment of Mr. Robert Bogle to the Board of Fire and Building Code Appeals for a term expiring March 1, 2005. The Rules-Confirmations-Public Elections Committee recommended the appointment and Mr. Ferrell moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

An ordinance to amend Title
17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan
Government of Nashville and Davidson County, by applying a Planned Unit
Development District to property located along the west margin of Old Hickory
Boulevard, approximately 2,000 feet south of Ridgelake Parkway (58.81 acres),
classified within the R15 and R20 Districts and proposed for RM4 District, to
permit 130 condominium units, a clubhouse, and 42 acres of open space within
three development phases, (58.81 acres), (Proposal No. 2001P-003G-06), all of
which is more particularly described herein. The bill was disapproved by the
Planning Commission. Upon motion duly seconded, the bill passed first reading
and was referred to the Planning, Zoning and Historical Committee by a voice
vote of the Council.
An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from R8 District to IWD District properties at 2927, 2929, 2931, and 2937 Brick Church Pike, opposite Brick Church Park Drive (12.21 acres), (Proposal No. 2001Z-030U-03), all of which is more particularly described herein. Upon motion duly seconded, the bill passed first reading and was referred to the Planning Commission and Planning, Zoning and Historical Committee by a voice vote of the Council.
An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by amending a portion of the preliminary plan of the Residential Planned Unit Development District located on Nocturne Forest Drive between Old Buena Vista Pike and Whites Creek Pike, approximately 1,200 feet north of West Trinity Lane, classified RS15 District, to redesign a portion of the single-family lots in Phase 2 and to eliminate the connection of Nocturne Forest Drive, to Old Buena Vista Pike, (5.0 acres), (Proposal No. 77-87-P-03), all of which is more particularly described herein. The bill was disapproved by the Planning Commission. Upon motion duly seconded, the bill passed first reading and was referred to the Planning, Zoning and Historical Committees by a voice vote of the Council.
