Metropolitan Council Meeting
Tuesday, July 18, 2000

The Metropolitan Council met in regular session on this date at 7:00 p.m. in the Metropolitan Courthouse.

The invocation was offered by Pastor Denman Frazer of Andrew Price Memorial United Methodist Church.

The Metropolitan Council gave the pledge of allegiance to the American Flag.

The Minutes of the regular meeting of July 6, 2000 were approved.

- ELECTIONS AND CONFIRMATIONS -
CATV Special Committee

Appointment of Mr. John Smith for a term expiring March 1, 2001. The Rules-Confirmations-Public Elections Committee recommended the appointment and Mr. Waters moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Convention Center Commission

Reappointment of Mr. Mark North for a term expiring June 7, 2003. The Rules-Confirmations-Public Elections Committee recommended the appointment and Mr. Waters moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Farmers Market Board

Appointment of Ms. Marcia Jervis for a term expiring July 5, 2001. In the absence of the appointee, the Council deferred action on the matter.

Procurement Standards Board

Reappointment of Ms. Jennie Lemons for a term expiring July 20, 2003. The Rules-Confirmations-Public Elections Committee recommended the appointment and Mr. Waters moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Stormwater Management Committee

Appointment of Ms. Karen G. Harrison for a term expiring July 18, 2004. The Rules-Confirmations-Public Elections Committee recommended the appointment and Mr. Waters moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Tourism and Convention Commission

Reappointment of Mr. Johnny Walker for a term expiring June 30, 2003. The Rules-Confirmations-Public Elections Committee recommended the appointment and Mr. Waters moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Nominations for the vacancy on the Board of Public Education from School District 8 were previously filed pursuant to Council Rules of Procedure. Nominees are: Ms. Sharon L. Bell and Mr. David L. Kleinfelter. Mr. Waters, Chairman of the Rules-Confirmations-Public Elections Committee, reported that the Committee had interviewed the candidates and found both to be qualified for the position. An election will be conducted at the regular meeting of the Metropolitan Council on August 15, 2000.

RESOLUTION NO. RS2000-240
A resolution approving Amendment One to the agreement between the Metropolitan Government and Averitt Properties, Inc. concerning relocation of salt storage facilities. The resolution was approved by the Budget and Finance Committee. Ms. Sontany offered a substitute resolution and moved that it be accepted for filing, and no objection was heard.

SUBSTITUTE RESOLUTION NO. RS2000-240

A resolution appropriating the amount of $2,673,149 from the General Fund Reserve Fund for the purchase of equipment, and for making repairs to buildings for various departments of The Metropolitan Government of Nashville and Davidson County. The resolution was approved by the Budget and Finance; Parks, Library, Recreation and Auditorium; Public Safety-Beer, Wine and Whiskey; Public Works; and Health, Hospitals and Social Services Committees. RESOLUTION NO. RS2000-274
A resolution requesting the Mayor and the Metropolitan Board of Public Education to furnish information to the Metropolitan Council relating to the broad number of employees who reside out of county and the economic impact on Metro as a result of such out-of-county resident employees. The Education Committee recommended deferment of the resolution. Mr. Wallace moved to defer the resolution upon the committee recommendation, which motion was seconded and adopted by a voice vote of the Council.

RESOLUTION NO. RS2000-275
A resolution requesting the Metropolitan Mayor to consider taking steps to renegotiate the Economic Development Agreement with Dell Computer Corporation. The Budget and Finance Committee recommended deferment of the resolution. Ms. Tucker moved to defer the resolution upon the committee recommendation, which motion was seconded and adopted by a voice vote of the Council.

RESOLUTION NO. RS2000-276
A resolution requesting Bordeaux Hospital to submit quarterly reports to the Metropolitan County Council relative to the status of the waiting list of persons seeking admission to the facility. The resolution was approved by the Health, Hospitals and Social Services Committee. A resolution approving the compromise and settlement of the lawsuit of Christine Mae Winter against the Metropolitan Government for the amount of thirty thousand dollars ($30,000) and directing that this amount be paid out of the Self-Insured Liability Fund.
